About The Position

This National Guard position is for a SUPERVISORY AIR TRAFFIC CONTROL SPECIALIST (TERMINAL) ACCELERATED HIRE TITLE 5. The purpose of this position is to manage and direct Air Traffic Control (ATC) tower and radar approach control (RAPCON) functions. The scope includes all manpower, organizations, management, and training activities; provides oversight for the appropriation and use of resources, financial issues, and equipment for ATC operations. The role involves performing air traffic control duties in the control tower and radar facility and requires facility rating in all assigned air traffic control facilities. The position plans and directs tasks for ATC personnel, determines priorities, assigns tasks, and delegates responsibilities to shift supervisors. It involves interpreting higher headquarters and FAA policy statements, providing guidance, and making recommendations on policy changes. The role serves as expert counsel on trends and developments in the National Airspace System (NAS) to ensure operational preparedness. It also involves developing and negotiating agreements with FAA, local airport, and military units, formulating noise abatement procedures, and ensuring ATC services and equipment are at optimum operational levels. The position constructs and implements facility shift schedules, establishes operational and administrative procedures, and develops evaluation criteria. It requires maintaining technical and administrative skills relevant to ATC operations in accordance with FAA, USAF, ANG, and DoD regulations. The role evaluates unusual requirements, formulates solutions, and directs the development of instrument approach or departure procedures. It ensures Terminal Instrument Procedures (TERPS) are reviewed, directs obstacle evaluations, and makes recommendations to the FAA. The position evaluates airspace requirements, formulates modifications, and negotiates proposals with the FAA. It ensures optimum staffing levels by anticipating increases in operational demands, determines staffing requirements, and directs acquisition measures. The role appraises and selects candidates for employment, renders advice, counsel, and instruction to employees, evaluates job performances, writes appraisals, and directs remedial measures. Other duties as assigned.

Requirements

  • Must possess current and valid FAA ATC Specialist Certificate/Control Tower Operator Certificate (CTO).
  • Experience in a military or civilian air traffic facility that demonstrated possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made.
  • Comprehensive knowledge of appropriate air traffic control laws, rules, and regulations.
  • Experience in issuing control instructions and advice to pilots in the vicinity of airports to assure proper separation of aircraft and to expedite their safe and efficient movement.
  • Ability to act decisively under stressful situations and to maintain alertness over sustained periods of pressure.
  • Skill to coordinate plans and actions with pilots and other controllers.
  • Judgment to select and take the safest and most effective course of action from among several available choices.
  • Creditable experience must have equipped applicants with the knowledge, skills, and abilities to perform the full range of duties of the position for which application is being made.
  • Distant and near vision of 20/20 or better (Snellen or equivalent) in each eye separately.
  • Normal color vision.
  • Normal central visual field, i.e, the field within 30 degrees of the fixation point, in each eye.
  • Normal peripheral visual field, i.e., the field of vision beyond the central field that extends 140 degrees in the horizontal meridian and 100 degrees in the vertical meridian, in each eye.
  • No outer, middle, or inner ear disease, either acute or chronic, unilateral or bilateral.
  • No active disease of either mastoid.
  • No unhealed perforation of either eardrum.
  • No deformity of either outer ear that might interfere with the use of headphones of the applied or semi-inserted type.
  • No disease or deformity of the hard palate, soft palate, or tongue that interferes with enunciation.
  • Clearly understandable speech, and an absence of stuttering or stammering.
  • No hearing loss in either ear of more than 25 decibels in the 500, 1000, or 2000 Hz ranges and no hearing loss in these ranges of more than 20 decibels in the better ear, using ISO (1964) or ANSI (1969) standards.
  • No medical history or clinical diagnosis of a convulsive disorder.
  • No medical history or clinical diagnosis of a disturbance of consciousness without satisfactory medical explanation of the cause.
  • No other disease of the nervous system that would constitute a hazard to safety in the air traffic control system.
  • No medical history of any form of heart disease.
  • Absence of heart disease to clinical examination, including resting and post-exercise electrocardiogram.
  • Blood pressure levels no greater than the appropriate values as shown below: Maximum Reclining Blood Pressure: Age 20 to 29: 140/90; Age 30 to 39: 150/90; Age 40 to 49: 150/100; Age 50 & over: 160/100.
  • Comprehensive knowledge of and experience in standard administrative and correspondence practices required to manage administrative functions such as; publications, technical orders, operating instructions, filing plans, etc.
  • General knowledge of military organization, including familiarity with ANG/USAF Major Command hierarchy and internal structure, operational methods, rank, customs, and protocol.
  • Comprehensive experience as a full performance level air traffic controller certified in both tower and radar facilities.
  • Recent ATC facility management experience is mandatory.
  • Extensive knowledge of air traffic control rules and regulations is required.
  • Specific experience required: base-level support for military operations and formulating agreements concerning complex terminal airspace configurations.
  • Working knowledge concerning; noise abatement, budget process, ATCALS, MACA, and safety programs.
  • Comprehensive knowledge of sound management practice is needed.
  • Comprehensive knowledge of and experience in the FAA Airport Noise Abatement Program, managing large operational and capital budgets, and ground and air accident programs to include bird hazard reduction and national FA incursion programs.
