About The Position

Supervises and audits the administration of Metro's Workers' Compensation Unit to ensure compliance with the Workers' Compensation Laws of California and that payments and notices are processed accurately and within required timeframes. Oversees the day-to-day operations of the Workers’ Compensation department, providing leadership, guidance, and support to claims staff while ensuring that injured employees receive timely, fair, and effective assistance throughout their recovery process.

Requirements

  • A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position.
  • Five years of relevant experience examining and processing complex California workers' compensation indemnity claims, including experience as a team leader and in training staff; some positions in this class may require specialized experience in area of assignment
  • California Self-Insured Administrator's Certificate in Workers' Compensation
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
  • Knowledge of theories, principles, and practices of California workers' compensation claims administration
  • Knowledge of applicable local, state, and federal laws, rules, and regulations of workers' compensation administration, including time limits in the provisions of benefits
  • Knowledge of strategies and procedures for case settlements
  • Knowledge of research and report preparation methods
  • Knowledge of principles of supervision
  • Skill in planning, organizing, and monitoring the work of a workers' compensation unit
  • Skill in prioritizing competing work loads
  • Skill in investigating claims and determining reasonable settlements
  • Skill in analyzing situations, identifying problems, and recommending solutions
  • Skill in preparing reports and correspondence
  • Skill in communicating effectively verbally and writing with internal staff and external parties
  • Ability to compile and analyze complex data
  • Ability to understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, and labor/ management agreements
  • Ability to delegate work, train, motivate, and manage staff
  • Ability to travel to offsite locations
  • Ability to interact professionally with various levels of employees and outside representatives
  • Ability to read, write, speak, and understand English

Nice To Haves

  • Self-Insurance Administrator’s Certificate from the Department of Self Insurance Plans required.
  • Experience managing claim investigation, indemnity processing, regulatory compliance, and litigation support.
  • Experience leading or providing supervisory direction to claims adjusters and clerical staff is highly valued.
  • Experience interpreting and applying California Labor Code, Workers' Compensation policies and procedures, industry best practices, and medical terminology in the administration of workers' compensation programs.

Responsibilities

  • Develops, oversees, and evaluates the claims settlement process and approves settlements to the limit of established authority; prepares written analysis and settlement recommendations for cases exceeding established authority for submission to the director
  • Coordinates and chairs meetings to develop case strategy
  • Coordinates/oversees immediate psychiatric care for employees involved in or witnessing fatal accidents
  • Oversees, audits, and establishes procedures for outside firms providing workers' compensation claims administration services; serves as liaison between Metro and these firms
  • Advises and makes recommendations to Metro management regarding workers' compensation policies, procedures, and case disposition
  • Develops and measures results of the Workers' Compensation program
  • Represents Metro at appeal hearings, settlement conferences, internal labor arbitration hearings, and before the Board of Directors to receive authorization for claim settlements
  • Compiles case documentation for workers' compensation litigation and labor issues
  • Assesses training needs and develops and presents training on workers' compensation issues, procedures, and laws to Metro management and staff
  • Supervises, trains, and motivates assigned staff
  • Accounts for assigned employees' compliance with the safety rules, policies, and procedures
  • May be required to perform other related job duties
