About The Position

This supervisory position requires knowledge of the operation and maintenance principles for a water distribution system. Requires Florida Department of Environmental Protection (FDEP) licensing to provide an on-site operator in charge at all times during certain water distribution system operation and maintenance activities. Facilitates the development of public trust and confidence in the City’s Utility. This position requires scheduled/unscheduled overtime, including evenings, weekends and holidays and/or immediate response to emergency conditions. This position is considered an "Essential Position" for the purpose of Emergency Management. Emergency duties will be assigned as needed. This position requires 24 hours a day, 7 days per week availability during City of Port St Lucie emergencies, as determined by City Administrators, Emergency Manager or City Officials.

Requirements

  • Graduation from an accredited high school or possession of an acceptable equivalency diploma required.
  • A minimum of five (5) years of experience in construction and in construction equipment is required.
  • Three (3) years of supervisory experience required.
  • Possession of valid driver’s license and maintenance of clean driving record required with the ability to obtain a valid Florida driver’s license within 30 days from date of hire.
  • Possession of a Water Distribution System Operator Level 2 license issued by the Florida Department of Environmental Protection is required or the ability to obtain it within twelve (12) months from date of hire.
  • Possession of a valid Florida Class A Commercial Driver’s License (CDL) and maintenance of a clean driving history required.
  • Knowledge of occupational hazards as well as safety precautions of the workplace.
  • Knowledge of department methods, operating rules, construction equipment, and maintenance.
  • Knowledge of the City’s and department’s policies and procedures.
  • Ability to write and/or edit manuals for standard operating procedures, technical reports, and typical business correspondence.
  • Ability to read, interpret, and comply with complex State and Federal regulations related to safety laws and regulations, environmental and health issues, emergency responses, and/or disaster preparations.
  • Ability to create and maintain schedules.
  • Ability to establish and maintain detailed records.
  • Ability to establish and maintain effective working relationships with employees, other City departments, utility industry professionals and the public.

Responsibilities

  • Keeps the mission, vision and values of the City of Port St. Lucie and Utility Systems Department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintaining high levels of work and productivity by generating innovative solutions to work situations.
  • Assigns, supervises, and participates in the work of individuals engaged in the various maintenance, construction and repair activities including but not limited to water utility mains and residential water services.
  • Supervises, coordinates, and monitors day-to-day operations of the department’s water distribution operations and maintenance, meter reading and related work orders and personnel.
  • Coordinates and prioritizes day-to-day workload with Utility Customer Service to ensure the efficient transmission of information to the billing and connection support personnel.
  • Supervise and coordinate the daily work order assignments to ensure efficiency in completion of all tasks.
  • Ensures accuracy of maintenance and installation work orders and provides monthly reports.
  • Assigns, allocates and supervises crew leaders in the tasks and work of the division.
  • Directs job-site logistics, equipment, materials, and operations.
  • Ensures that repairs, construction, and installations comply to standards and specifications.
  • Evaluates and analyzes data related to cost estimates (equipment, manpower, materials, etc.).
  • Participates in budget preparation and monitoring.
  • Establishes or adjusts work procedures to meet schedules using knowledge of the capabilities of workers and equipment.
  • Analyzes and resolves work problems or assists workers in solving problems.
  • Supervises and coordinates appropriate on-the-job training for employees and ensures that they adhere to safe work practices and properly use safety equipment and personal protective safety gear provided.
  • Administers all aspects of the Utility’s safety program.
  • Works closely with members of the City’s Human Resources and Risk Management Department to assure compliance with State and Federal safety compliance mandates.
  • Directly supervises department employees.
  • Responds to residential customer questions and concerns.
  • Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
