About The Position

The City of Victoria is hiring a Supervisor – Sidewalks and Concrete to lead a high-performing crew delivering essential infrastructure across our streets and public spaces. In this key leadership role, you’ll oversee daily operations, mentor a team of approximately 20 staff, and ensure work is delivered safely, efficiently, and to a high standard. You’ll bring both strong leadership and technical expertise in municipal concrete construction—guiding work on sidewalks, curb and gutter, and related infrastructure; fostering a strong safety culture; setting priorities; managing budgets and projects; supporting employee development; and driving continuous improvement. Balancing time in the field with planning, coordination, and collaboration, you’ll help ensure consistent, high-quality outcomes. Beyond day-to-day operations, you’ll also contribute to the development and delivery of proactive maintenance and renewal programs that support and enhance Victoria’s pedestrian network. From responding to public inquiries, to coordinating emergency response activities, including winter maintenance operations, your leadership will directly shape service delivery across the city. Requirements

  • Technical School Certificate in Civil Engineering or equivalent. (1 year)
  • Certificate in management and leadership studies. (1 year)
  • Accredited courses in project management, including project planning, scheduling, budget & execution. (40 hours)
  • Certified Public Works Supervisor Program. (70 hours)
  • Ice and Snow Removal certification. (12 hours)
  • Current and valid Class 5 B.C. Driver’s Licence.
  • 5 years of concrete sidewalk, wall, curb and gutter and related construction and maintenance experience including supervisory or an equivalent combination of education and experience.

Responsibilities

  • Plan, coordinate, assign and review the work of approximately 19 staff involved in construction and maintenance of sidewalks, paths, curb & gutter, retaining walls, malls and squares, and related infrastructure.
  • Ensure schedules, procedures, and the highest standards of staff performance, professionalism, conduct and personnel safety standards are met, strengthened and enhanced.
  • Monitor staff attendance; lead staff meetings and discussion sessions; responsible for complete supervisory responsibilities.
  • Initiate and update standard work procedures, standards and specifications, long range strategies and policies for the section; be flexible and goal orientated in a changing work environment; actively identify and solve problems quickly with effective solutions.
  • Plan, budget, schedule, monitor and regulate the section’s annual maintenance programs.
  • Plan, prepare detailed estimates, implement change orders, schedule work, monitor job costs and verify expenditures for capital projects; prepare unit cost and progress reports as required.
  • Make recommendations regarding types of equipment to be acquired, operational changes and related costs; prepare, review and evaluate tenders and Requests for Offer.
  • Create tender specifications, review submissions and recommend qualified bid.
  • Conduct site inspections to review progress and ensure safety, industry and regulatory requirements are met.
  • Respond to inquiries, complaints and requests for service from the public, other sections and outside agencies.
  • Collaborate in a team environment to deliver work programs and capital projects; ensure contractors and outside agencies adhere to tender specifications; investigate damage and accident claims initiated against the City and make recommendations; prepare reports; organize crews for emergency or after hours work.
  • Serve as primary contact for after hour calls and emergencies.
  • Activate and operate the ice and snow control program as required in winter weather conditions.
  • Review engineering drawings; provide technical assistance and recommendations on construction methods and materials.
  • Plan, coordinate and schedule projects with external stakeholders such as Telus and BC Hydro or other internal departments.
  • Prepare application permits to regulatory bodies, such as Department of Fisheries and Oceans for special project work.
  • Maintain a variety of manual and computerized records such as construction and maintenance records, statistics, project files, activity reports, time sheets and attendance records; compose letters.
  • Make recommendations on bylaw and policy changes; represent the section at various meetings.
  • Perform related duties where qualified.
