About The Position

The New York City Department of Design and Construction (DDC), Division of Human Resources and Staff Development, seeks a Supervisor of Time Management and Employee Benefits to oversee the agency’s timekeeping, leave administration, employee benefits, and retirement operations. Reporting to the Executive Director of Payroll, Time Management and Employee Benefits, the selected candidate will supervise staff, oversee daily operations, ensure compliance with City policies and procedures, assist with resolving complex employee inquiries, and serve as a liaison with City oversight agencies and benefit providers.

Requirements

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
  • Currently authorized to work full-time in the United States (U.S.).
  • Original documents proving citizenship or the legal right to work in the U.S. must be presented.
  • Educational credentials must be from a U.S. Department of Education-recognized accredited institution. Credentials from foreign institutions require independent equivalency verification from an approved evaluation service.

Responsibilities

  • Supervising, training, and developing staff; assigning and monitoring workloads to ensure timely, accurate, and effective service delivery.
  • Overseeing agency timekeeping operations, including CityTime administration, approval hierarchies, timesheet monitoring, and communications regarding timekeeping policies and procedures.
  • Working with timekeeping and payroll team members to review and monitor employee attendance, leave status, and related documentation to identify and resolve discrepancies and help prevent underpayments and overpayments.
  • Overseeing employee leave requests, including FMLA, PFL, PPL, Workers’ Compensation, Military Leave, Leave Without Pay, and other special leave requests.
  • Serving as the Agency Leave of Absence Coordinator and overseeing absence control, lateness, and special leave bank programs.
  • Guiding employees through health benefits, and managerial and union benefits enrollment, and open enrollment.
  • Conducting retirement and employee separation consultations; coordinating retirement-related processes; providing guidance to departing employees and retirees regarding health benefit options; and preparing lump-sum payment packages for internal review.
  • Conducting audits and preparing and analyzing reports to ensure accuracy, compliance, and operational efficiency.
  • Researching and assisting with the resolution of complex timekeeping, leave, benefits, and retirement issues and providing guidance to employees and managers.
  • Supporting HR system enhancements, process improvements, policy implementation, and other special projects as needed.
