About The Position

The New York City Housing Authority (NYCHA)'s Office of Resident Economic Empowerment & Sustainability (REES), situated within NYCHA’s Department of Resident Services, Partnerships and Initiatives (RSPI), is charged with developing and implementing programs, policies, and collaborations to measurably support residents' increased economic opportunities. This focus includes asset building, employment, advancement, adult education and training, and business development. NYCHA REES utilizes a Zone Model approach, leveraging NYCHA’s and partner resources to expand economic opportunity for public housing residents through place-based service coordination. This approach aims to generate more economic opportunities for residents and neighborhoods, provide a comprehensive economic empowerment platform, reduce service duplication, foster better partnerships, and drive more resources and investment into public housing neighborhoods. NYCHA REES is seeking a dynamic Supervisor, Job Generation to join its Job Generation team.

Requirements

  • A four-year high school diploma or its educational equivalent, and three years of full-time satisfactory experience working directly in social/human services or a related setting, providing either: a) client services. b) employment planning/counseling services which involves job development, skills assessment, and employment placement or other economic opportunity programming.
  • A baccalaureate degree from an accredited college; plus eighteen months of full-time satisfactory experience working as a Benefits Opportunity Specialist; or
  • A baccalaureate degree from an accredited college; plus eighteen months of full-time satisfactory experience as described in one (1) above.
  • College credit from an accredited college may be substituted for this experience on the basis of 60 semester credits for 9 months of the work experience described above. However, all candidates must have at least 18 months of full-time satisfactory experience working as a Benefits Opportunity Specialist or performing social/human services work as described in one (1) above.
  • Applicants must have taken and passed the civil service exam for Associate Benefits Opportunity Specialist administered by DCAS on 06/17/26, or be reachable on the established civil service list.

Responsibilities

  • Manage and support a team of approximately 5 staff responsible for vendor and NYCHA resident interaction related to NYCHA resident hiring and other economic opportunity initiatives.
  • Collaborate with other NYCHA departments to support the agency’s Section 3 goals, including communicating with vendors, unions, and other groups to ensure pathways for resident hiring and training.
  • Approve Section 3 and other resident hiring initiatives on NYCHA contracts, including contracts for the operation and enhancement of community facilities.
  • Participate in NYCHA scoring and review committees for RAD/PACT and other Real Estate Development projects as it relates to NYCHA resident outreach, engagement, recruitment, employment, and training opportunities. Support staff assigned to scoring committees.
  • Lead coordination of large-scale resident employment recruitment activities hosted in NYCHA community centers and other community spaces, including communication and planning with REES colleagues, partner NYCHA departments, or city agencies, establishing metrics to track progress, and documenting successful outcomes.
  • Support Recruitment Coordinators in engaging NYCHA residents, Resident Associations, and other key stakeholders to effectively communicate HUD Section 3 regulations.
  • Support staff leading resident employment recruitment activities, ensuring outcomes are met in a timely manner.
  • Plan, coordinate, and oversee community-centered activities and events including resource fairs, hiring halls, recruitment events, career expos, family days, and other resident-focused programming conducted at NYCHA community facilities.
  • Support the Assistant Director, Job Generation to ensure staff abide by established work protocols, including file management.
  • Ensure staff utilize database systems daily for accurate and up-to-date outcomes tracking.
  • Generate and analyze reports on vendor and resident referral activities.
  • Onboard and train new staff on unit protocols.
  • Lead team meetings to highlight successes, address issues, and resolve gaps in services using data.
  • Conduct weekly check-in supervision with each staff member.
  • Provide post-training placement support to NYCHA YouthBuild and other NYCHA workforce development initiatives operated within NYCHA community centers and community-based facilities.
  • Oversee and support the Summer Youth Employment Program (SYEP) NYCHA special initiatives in collaboration with DYCD operating within NYCHA developments and community facilities.
  • Represent NYCHA and REES on City-wide committees, interagency task forces, community advisory groups, and external stakeholder meetings concerning resident engagement, workforce development, community programming, and neighborhood revitalization.
