About The Position

The primary responsibility of the Head Start / Early Childhood Supervisor is to assist and support the Early Childhood Director with the development, support, and administration of the Early Childhood Program, Head Start, Pre-K 3 through 2nd grade. The Head Start / Early Childhood Supervisor will work collaboratively and effectively with all ECISD staff members and Head Start Center Managers, Head Start Program Area Directors in accordance with the MOU-Memorandum of Understanding that has been established. The Head Start / Early Childhood Supervisor will assist the Early Childhood Director with coordinating academic projects, planning, development and monitoring of the early childhood program's curriculum, strategies, and initiatives.

Requirements

Master's degree in Educational Administration
Texas Mid-management Valid Mid-management Certificate / Principalship
Certified Texas Teacher Evaluation and Support System (T-TESS) Appraiser
Exceptional organizational, communication, public relations, and interpersonal skills
Working knowledge of curriculum and instruction
Ability to evaluate instructional program and teaching effectiveness
Ability to manage budget and personnel
Ability to coordinate district functions
Ability to interpret policy, procedures, and data
Three years of classroom teacher experience required
Three years of administrative experience preferred

Responsibilities

Monitor instructional and managerial processes to ensure that program activities are related to program outcomes and use findings to take corrective actions.
Regularly consult with the Head Start Staff about planning, operation, supervision, and evaluation of the education programs as it pertains to the ECISD/ Head Start teachers.
Participate in the Head Start program planning process when appropriate.
Identify and maintain auditable data on the students being served and comply with all federal monthly reports and PEIMS reports.
Collaborate with elementary content area specialists to assist principals with instruction and program objectives.
Assist the Early Childhood Director with assistance and guidance to elementary schools with the implementation of early childhood curriculum and initiatives.
Assist the Early Childhood Director with monitoring and assisting schools in developing instructional strategies to enhance students' chances of success.
Provide instructional resources and materials to support teaching staff in accomplishing instructional goals.
Foster collegiality among staff members. Encourage their active involvement in the decision-making process.
Communicate and promote expectations for high-level performance to the school community.
Recognize excellence and achievement.
Ensure the effective and quick resolution of conflicts.
Use sensitivity and fairness with persons from diverse cultural backgrounds.
Review Head Start student referrals for special activities and/or social services, e.g., attendance, health, and clothing.
Must be able to travel among school buildings, district, and cities.
Build a common vision for school improvement with ECISD / Head Start staff.
Assist the Early Childhood Director with an effective transition program of PK students from Head Start to ECISD.
Develop and implement an effective Head Start Improvement Plan and ensure that it is available for viewing on the district website.
Assist the Early Childhood Director with directing, planning and implementing activities and programs for all ECISD staff to ensure attainment of the district's mission.
Identify, analyze, and apply research findings (e.g., effective school correlates) to promote school improvement.
Develop, maintain, and use information systems and records necessary to show program progress on performance objectives which address district goals.
Monitor and maintain an effective action plan with initiatives and strategies to promote attendance.
Interpret board policies and administrative regulations to school staff and assist them in fulfilling their responsibilities to these policies and regulations.
Assist with interviewing, recommending, and orienting new ECISD Head Start staff.
Define expectations for staff performance with regard to instructional strategies, classroom management, and communication with the public, staff development, and other components as identified in the T-TESS.
Observe employee performance, record observations, and conduct evaluation conferences with staff.
Make recommendations on Head Start personnel assignments as needed.
Work with campus-level planning and decision-making committees to plan professional development activities.
Confer with subordinates regarding their professional growth. Work collaboratively to develop and accomplish professional improvement goals.
Ensure that rules and procedures for discipline of students and staff are effective and conform to federal and state laws.
Ensure that the consequences for student and staff conduct are uniformly and consistently applied.
Assist with the implementation of the designated teacher appraisal system and may serve as a second appraiser.
Comply with district policies as well as state and federal laws and regulations affecting the schools.
Develop Head Start program budgets based on documented program needs, assessments, estimated enrollment, personnel, and other fiscal needs. Keep programs within budget limits, maintain fiscal control, and accurately report fiscal information.
Compile and maintain accurate reports, records, and other documents on a timely basis.
Collaborate with the school community to develop a student discipline management system that results in positive student behavior and enhances the school climate.
Ensure that school rules are uniformly enforced, and that student discipline is appropriate and equitable in accordance with Student Code of Conduct.
Conduct conferences related to the Head Start students and/or school issues with parents, students, teachers, and other personnel as needed.
Develop professional skills as appropriate to job assignment.
Demonstrate professional, ethical, responsible behavior and serve as a role model for all campus staff.
Maintain knowledge of current practices and trends relative to new teaching methods and school business management by reading current literature and attending appropriate conferences and seminars.
Articulate the school's mission to the community and solicit its support in realizing the mission.
Demonstrate awareness of school and community needs and initiate activities to meet those needs.
Use appropriate and effective techniques/strategies/activities to encourage community and parental involvement.
Performs all duties in a safe manner to avoid injury to oneself and/or to others.
Performs other related duties as assigned.
Supervise and evaluate the performance of staff assigned to Head Start campuses.
