About The Position

As a Supervisor on the Environmental Services at the Sacramento Municipal Utility District (SMUD) you will help us coordinate and implement Greenhouse Gas (GHG) or California Environmental Quality Act (CEQA) programs and meet regulatory requirements in support of business unit operations. You will be responsible for resolving complex GHG air quality or CEQA related problems and oversee complex environmental projects. You will work with the Environmental Services (ES) Manager in planning, coordinating, prioritizing, monitoring and evaluating work results of ES Leads and Specialists and assist in the training, motivating, and developing of personnel. Serves as a technical expert and supervisor to an Environmental Services team and oversees programs and regulatory requirements. Staff on an Environmental Services team may also perform tasks associated with pre-project environmental reviews (including coverage under the California Environmental Quality Act); providing project permitting and construction support (including but not limited to wetland regulations, special-status species, cultural and Tribal cultural resources, stormwater, hazardous materials business plans, hazardous waste, soil management, water quality, and air quality), greenhouse gas reporting, and sustainability efforts.

Requirements

  • Bachelor’s degree from an accredited college or university with major course work in environmental studies, engineering, biology, geology, archaeology, or a related field, or equivalent experience. If no degree, nine or more (9+) years of experience are required.
  • Five or more (5+) years of progressively responsible relevant work experience including two or more (2+) years of progressively responsible supervisory experience or project lead experience in a team environment, in an environmental field.
  • Methods and techniques for planning, organizing, directing and controlling work activities; policies and procedures for evaluating and recording performance results; policies and procedures for recruiting, screening and hiring; principles and practices for delegating, prioritizing, assigning and reviewing work assignments; policies and procedures related to supervisory practices and employee rights; methods and techniques for training staff; District policies, procedures, applicable MOUs and other special agreements; principles and practices of process redesign and improvement; industry trends regarding SHE; applicable legal requirements affecting the business unit; SHE risks inherent to the business unit work process; the cost/benefits of a safe work environment and working safely; principles of Safety, Occupational Health and Environmental/Hazardous Materials Management programs/processes, policies procedures and standards; federal, state and local laws, codes and regulations governing SHE; principles and practices of Safety, Occupational Health and Environmental sampling, ecological interactions, chemical and physical processes and affects of man made actions; practices and processes in conducting safety, loss control/prevention, occupational health and environmental audits, inspections and self-assessments; issues of concern to and work procedures entailed in operation of an electric power utility; regulatory processes of the federal, state and local levels in depth to effectively represent the District in SHE concerns; principles and practices of program evaluation; procedures and practices for monitoring and managing projects; safety policies, practices and procedures; standard operating procedures for modern office equipment including a computer and applicable software; English grammar, punctuation and vocabulary standards.
  • Interpret and apply District policies procedures, applicable MOU and/or other special agreements; apply applicable personnel laws, codes and regulations; coach, mentor, motivate, influence, challenge and develop subordinate staff; manage contracts and work of consultants and contractors; recruit, select, hire, supervise and evaluate employees; prepare performance plans and evaluations for staff; coordinate the work of the function or unit with other District entities; establish, manage, monitor and update budget; identify, assess and coordinate training needs for staff; initiate, maintain and oversee adherence to safety policies and procedures; interact with others to influence and motivate; compile and prepare technical, statistical and/or analytical reports and presentations; develop and conduct oral presentations to internal/external audiences; respond to and resolve customer issues, concerns and needs; monitor and manage projects; advocate for SHE and demonstrate leadership by surfacing important issues even when unpopular; research, analyze and provide recommendations to achieve department and District objectives; utilize a personal computer and/or computer terminal, systems and software relevant to the job; communicate effectively orally and in writing internally/externally; establish and maintain effective working relationships internally/externally.
  • A valid California drivers' license. Must meet and maintain the District's frequent driver standard per SDP policy 4.7.2.2.

  • Provide expertise and guidance in environmental science and regulatory compliance.
  • Support staff in resolving complex technical and regulatory issues.
  • Implement best practices and industry standards to ensure effective environmental planning and project execution.
  • Monitor, interpret, and assess legislative, litigation, and regulatory updates; ensure organizational compliance.
  • Guide staff in developing responses and strategies for regulatory changes.
  • Increase regulatory awareness organization-wide and advise leadership on compliance risks.
  • Oversee design, implementation, and delivery of complex projects by defining objectives, scope, budgets, schedules, and deliverables.
  • Develop RFPs, negotiate contracts, and manage consultant and contractor performance and costs.
  • Ensure timely and on-scope project and contract delivery aligned with organizational priorities.
  • Oversee development, scheduling and coordination of environmental training programs for internal staff and external stakeholders.
  • Support staff development by identifying training needs, recommending opportunities, and ensuring technical and regulatory knowledge are enhanced.
  • Facilitate identification and characterization of project and program risks, providing recommendations for mitigation and management.
  • Integrate risk awareness into planning and decision-making processes.
  • Optimize work processes to improve efficiency, quality, and outcomes of Environmental Services programs.
  • Serve as a key liaison between the Environmental Services team, other departments, leadership, and external partners.
  • Represent the department at high-level meetings, providing clear communication on complex technical and regulatory issues.
  • Build collaborative solutions that balance organizational, regulatory, and community needs.
  • Provide recommendations to management on staffing, organizational structure, and training/development needs.
