As the Supervisor of Health and Safety at Sacramento Municipal Utility District (SMUD) you will help us reach our health and safety goals leading to World-Class safety. In this job, you will provide leadership and support for field forces, office and professionals for safety and compliance efforts. You will lead in the development, implementation, and monitoring of safety programs, standards, and processes, to protect the health and safety of our employees.PurposeTo supervise the planning, development, coordination, implementation and evaluation of Safety, Health and Environment (SHE) programs, including the Safety, Loss Control/Prevention, Occupational Health and Environmental/Hazardous Materials Management programs, and related processes of each District unit to ensure proactive protection of employee, the public and the environment and District compliance with governmental regulations and codes.Nature and ScopeAssists in the development, implementation and managing of department goals, objectives, policies and priorities in partnership with the department Manager; selects, trains, motivates, evaluates and develops subordinate personnel and ensures that department strategic objectives and priorities are achieved and coordinated with other departments.Duties and Responsibilities Directs the work of subordinates in a functional unit and maintains staffing levels and work quality in order to meet defined objectives and assigned unit responsibility by interpreting and executing District policies and procedures that affect subordinate units; recommending modifications to operating policies; overseeing and evaluating work through subordinate supervisors or experienced lead employees who exercise independence in their assignments; hiring, firing, training, coaching, mentoring and developing subordinates; advising units on tasks and operations as required to solve complex problems; ensuring staff safety and prevention of personal injury and equipment loss; and acting to ensure project and operational schedules and budgets are met. To ensure that work functions in area of responsibility comply with District policies, practices and procedures and that operating objectives in area of responsibility are met within expected timing, budgetary, quantity, accuracy, safety and quality standards. Assists in developing and administering the department budget by monitoring unit budget expenditures against plan; identifying and reconciling budget anomalies; monitoring and revising schedules, expenditures and assignments as warranted; reviewing end-of-year budget results; developing unit budget recommendations for the next fiscal year; and participating in the review of preliminary department budget recommendations. To ensure the achievement of unit objectives in a fiscally responsible manner. Leads staff and business unit managers in performance management efforts for SHE programs by developing performance objectives; defining or identifying unit SHE performance measures and metrics to drive performance; applying performance management tools and processes; and ensuring that business unit managers are held accountable for achieving performance objectives. To ensure the translation of business and SHE goals into performance steps, measures and metrics and hold management accountable for achieving SHE goals. Develops and implements SHE policies and procedures appropriate to business units and consistent with District policies and collaborates with other business units and corporate SHE management to develop District policies and procedures. To ensure development and implementation of District SHE policies and procedures to guide program effectiveness and compliance with governmental regulations. Develops and implements a SHE strategic plan by aligning the SHE plan with the business unit strategic plan and anticipated project licensing strategies; conducting benchmarking of unit SHE strategies and associated prevention tools internally with other business units and with Corporate SHE to access external industry benchmarking results and best practices; apply appropriate best practices to ensure current, effective approaches to SHE planning efforts; and coordinate interdepartmental staff and management approval of strategic plans. To ensure development and implementation of SHE plans and process that are aligned and integrated with business unit strategic plans to foster SHE value in day to day operations of the organization. Oversees the planning, development, scheduling, presentation and/or coordination of various Safety, Occupational Health and Environmental/Hazardous Materials management training programs, both in-house and external, to ensure adequacy of staff preparedness, programs and audit capability and compliance with governmental regulations and codes. To ensure that staff and personnel are trained to exercise caution in performing duties and comply with governmental regulations and District policy to prevent injury and loss. Additional Duties and Responsibilities Assists in overseeing internal/external department projects by identifying project objectives; identifying internal/external project team; developing Request for Proposals where applicable; negotiating contract terms; developing project plans including schedule, cost, key work products and milestones; monitoring project progress and completion against plan/contract; revising schedules, scope, expenditures and assignments as warranted; reviewing work products; resolving conflicts and discrepancies; maintaining project records and files; participating in the overall review of the completed project results; and making recommendations for next steps. To ensure department projects are completed within scope, budget, schedule and meet District quality and policy standards. Supervises staff and business unit personnel in identification and characterization of risk and development of strategies for risk reduction by involving business unit managers in assessment of risk factors in various work sites and environments in their responsibility areas; ensuring that business unit managers fully understand the risks to employees, the public, the environment and the District; developing and implementing effective strategies, supported by technical resources, to manage SHE risks; evaluating operating strategies and recommending changes to reduce risk; and ensuring that business unit management understand their responsibilities and are held accountable for risk reduction. To ensure the incorporation of principles of SHE and risk management into unit operations and unit management responsibilities. Oversees development and maintenance of an SHE audit capability and directs staff in conducting SHE studies, audits and inspections of District facilities and investigating or supporting business unit investigation of incidents to determine root causes and appropriate corrective actions. To ensure District adherence to SHE programs, policies and regulations through conducting studies, audit and inspection and communicating results. Advocates and acts to promote and evaluate regulatory awareness among business unit managers and compliance of programs and procedures with governmental regulations and District policies by using management reporting techniques; overseeing staff in use of audit and other tools; reviewing and certifying the adequacy of SHE compliance documents prepared for District projects or facilities; representing the District and participating in negotiations with regulatory enforcement agencies, consultants, contractors, other utilities and outside parties where technical SHE program expertise is required; and supervising the District implementation of emergency response activities, including emergency spill response for major hazardous material/waste spills. To ensure District compliance with regulatory requirements through management reporting, participation in agency hearings and negotiations and supervising staff in various compliance, audit and emergency response activities. Additional Duties and Responsibilities Continued Provides and oversees staff in providing advice, technical expertise and support services to environmental protection efforts by advising project licensing teams and outside consultants; directing and participating in preparation of Environmental Impact Reports/Statements, license or permit applications and other documents required by management or regulatory agencies; identifying, sampling, monitoring and evaluating analytical data for hazardous chemical and physical agents, including asbestos, arsenic, hydrogen sulfide, lead, metal fumes, organic vapors, PCB's, dusts, gases, noise and heat stress, in order to assess compliance with time weighted average permissible exposure limits; providing support, oversight training, respiratory fit tests and safety work plans for handling hazardous agents in compliance with limits established by governmental regulations; and assessing indoor air quality and providing corrective actions. To provide technical expertise and support of environmental compliance programs to ensure employee and public safety and compliance with District policies and governmental regulations. Provides consultative services in SHE arenas by reviewing and analyzing current and proposed legislation, litigation, arbitration and regulations or regulatory changes for awareness of impending changes and assessment of District compliance; providing advice, counsel and recommendations to executive management, directors, managers and supervisors and employees concerning compliance with SHE governmental regulations and codes; serving as the District professional expert in litigation, arbitration and regulatory hearings for SHE standards and practices; representing the District and its interests on inter-utility, industry, governmental and public committees and task forces and at policy-making boards; obtaining and providing the District's position on proposed rule changes and status to staff, department management, Legal and Executive Management as required; and recommending changes in District policies, procedures, construction, operating methods or procedures to ensure on-going compliance with rule changes. To provide expert professional consultation on SHE matters to District management and executive management to protect District interests and ensure compliance with changing industry and regulatory environments and rules. Performs related duties as required.
