About The Position

Blessey Marine Services, Inc. owns and operates one of the youngest multi-faceted inland tank barge and vessel fleets in the United States. We are in search of a Health, Safety & Environmental Supervisor for our Channelview, TX location. JOB TITLE: Health, Safety and Environmental Supervisor (Houston) DEPARTMENT: Health, Safety and Environmental FLSA STATUS: Exempt SUMMARY DESCRIPTION: Administer Health, Safety and Environmental policies, procedures and training as outlined in the Quality Management System Manual by performing the following duties:

Requirements

  • Must be able to read, write and speak clearly in the English language.
  • High school diploma or general education degree (GED); one to three years related experience and/or training preferred.
  • Knowledge of Coast Guard regulations pertaining to towing vessels and tank barges preferred.
  • Previous experience on towboats and tank barges required.
  • Proficiency in or knowledge of a variety of computer software applications, including but not limited to Excel and Microsoft Word software.
  • High level of interpersonal skills to handle sensitive and confidential situations and documentation.
  • Background in safety, vessel inspections, and writing policies and procedures preferred.
  • Ability to operate most standard office equipment.
  • Attention to detail in composing, typing and proofing materials, establishing priorities and meeting deadlines.
  • Must possess or be able to obtain a TWIC card.
  • Must maintain a clear driving record and be insurable through our automobile insurance carrier.
  • HAZWOPER trained to respond to oil and chemical spills.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  • This position requires driving a vehicle as necessary for errands and business related meetings. Employee and/or applicant must successfully complete a Motor Vehicle History check and possess and maintain a current valid driver's license in their state of residence. Travel to/from tow boats within local areas as required. Overnight travel is required; must be able to travel with possible overnight stay on vessels.

Responsibilities

  • Conduct Safety Inspections on vessels and follow-up with maintenance, operations and vessels on corrective actions.
  • Alternate Qualified Individual for oil and chemical spills.
  • Train crew in QMS Policies and Procedures.
  • Assist in DOT/USCG Drug and Alcohol tests.
  • Monitor records of training, safety meeting/minutes drills submitted by vessels.
  • Hold Lesson Plans on vessels with crewmembers.
  • Monitor all Safety programs.
  • Keep records for and oversee benzene monitoring program.
  • Involvement in new construction of vessels for Safety.
  • Rotation on-call for personal injuries and spills.
  • - Coordinating transportation needs with Personnel.
  • - Verification via phone & letter to medical facility.
  • - Message distributed to in-house group via computer on incident for information purposes.
  • - Dialogue with Claims Department on incident.
  • - Replace drug testing kit.
  • Calibrate H2S Meters on vessels, maintain data base and handle maintenance, repairs and replacements of same.
  • Respirator Fit Test and renew H2S, Benzene, Acrylonitrile and bottle watch training recertifications.
  • Perform incident investigations involving property damages, injuries and product releases to deck or into water.
  • Coordinate with Purchasing to order necessary PPE for crewmembers as needed.
  • Coordinate with Purchasing safety items for new vessels.
  • Restock boat and barge spill kits.
  • May be required to attend AWO or other industry meetings/seminars.
  • Research and oversee implementation and use of new safety equipment for vessels.
  • Participate in Safety Department presentations and/or training at Captain’s Meetings and Tankerman Meetings.
  • Assist, as requested, the Port Captains, Governmental Affairs Manager or Risk Manager in accident investigations for spills, property claims, etc.
  • Follow-up with injured employees via phone or visits from date of accident to return to work.
  • Distribute mail to vessels.
  • Participate in customer audits and USCG inspections as requested.
  • Assist in conducting Sub M required vessel internal audits.
  • Attend training as necessary to perform job and increase safety knowledge.
  • May be required to ride vessels for several days and monitor daily operations.
  • Perform other duties as assigned.
