About The Position

Reporting to the Manager – Water and under the overall direction of the Executive Director – Infrastructure Services, the Supervisor – Distribution & Collection is responsible for the operation of Lakeshore’s Water Distribution & Wastewater Collection Subsystems. The Supervisor is responsible for compliance with all regulations under the Safe Drinking Water Act, the Occupational Health and Safety Act and any other governing regulations and legislation, operating policies, procedures, by-laws and principles of Lakeshore. The Supervisor is also responsible to manage the maintenance, scheduling and lifecycle renewal requirements of all Water Distribution & Wastewater Collection infrastructure. The Supervisor will also assist with the operation of the Water Treatment systems as required. The Supervisor, Act as the Overall Responsible Operator (ORO). For the Distribution & Collection Subsystems in accordance with Ontario Regulations. Accessible 24/7 to offer guidance and direction to operators and response immediately and effectively to emergencies.

Requirements

  • Three (3) year Community College Diploma in Civil Engineering Technology, or equivalent.
  • Must have current Ontario Class 3 Water Distribution & Class 2 Wastewater Collection Operator’s Certificates.
  • 3 to 5 years of experience in a supervisory position.
  • Minimum Valid Class G Ontario driver’s license.
  • Knowledge of Ontario’s Drinking Water Quality Management Standard (DWQMS).
  • Must be computer literate and knowledgeable in Windows and Microsoft Office environment.
  • Excellent customer service, organizational and leadership skills to work with both internal and external clients and coworkers.
  • Familiarity with the Wonder ware suite of SCADA and Historian software.
  • Must be a competent supervisor within the meaning of the Occupational Health and Safety Act.

Nice To Haves

  • Certification for Water Treatment & Wastewater Treatment will be considered an asset.
  • Registered with The Ontario Association of Certified Engineering Technicians and Technologists is an asset.

Responsibilities

  • Plan, administer, supervise and direct the daily operation of all activities of the Distribution & Collection Subsystems.
  • Provide positive leadership to Distribution & Collection staff, developing and nurturing a work environment that is inclusive, respectful and motivating.
  • Act as Overall Responsible Operator for the Water Distribution & Wastewater Collection systems and Provide backup for Water Treatment systems if certifications are appropriate.
  • Plan, prioritize, assign and monitor the work of all contractors within the subsystem.
  • Establish and maintain a preventative maintenance program for all Distribution & Collection facilities to ensure the integrity of the facilities.
  • Maintain all operational records related to drinking water in compliance with provincial legislation and regulations and provide reports as required.
  • Participate as a member of Lakeshore’s DWQMS team.
  • Participate in MECP inspections and External DWQMS audits.
  • Assist in the preparation of tender specifications and documents for municipal contracts in the drinking water system.
  • Develop emergency plans and procedures including implementation. The Supervisor will be a key part of any emergency response.
  • Recommend staff training and education those under your supervision including all training requirements for Operator Certification and Occupational Health and Safety.
  • Monitor the terms and conditions of the respective collective agreements.
  • Manage the on-call roster and monitoring and approval of overtime.
  • Conduct performance evaluations and administer discipline as required.
  • Monitor the spending of the operational budget, including procurement, verifying invoices, coding of invoices and assisting with variance reports.
  • Assist the Manager of Water in the preparation of the divisional budget for operational and capital budget expenditures.
  • Secondary contact after the on-call operators for security alarm and emergencies including after hours and weekend calls.
  • Ensures the operation, safety, maintenance and management of all facilities, equipment, vehicles and electronic equipment including phones and computers, related to the operation of all drinking water operations.
  • Other duties as assigned.
