About The Position

The Division of Child and Family Services (DCFS) is recruiting for a Supervisor 2, Clinical Program Planner in the Carson City or Las Vegas area. The Supervisor 2, Clinical Program Planner serves as a senior planning, analytical, evaluation, quality improvement, and systems improvement professional within the Nevada Division of Child and Family Services (DCFS). The position provides centralized leadership and subject-matter expertise in performance management, program design and evaluation, quality assurance, continuous quality improvement, strategic planning, research, and systems improvement across child welfare, juvenile justice, and/or children’s mental health programs and services. The position serves as a key resource to DCFS leadership and program administrators in assessing program and system performance, conducting assessments, identifying service gaps and system-level barriers, analyzing and interpreting data and other evidence, and developing strategies and recommendations to improve service quality, access, efficiency, and outcomes. The position translates complex operational, clinical, programmatic, and analytical information into actionable recommendations and coordinates planning, evaluation, and improvement activities across multiple programs and service delivery systems. In support of clinical and program operations, the position may participate in program placement and service decisions, review and approve billing for services, identify and develop community placements and service resources, and assist Parole Officers and other staff in securing appropriate services and programs for youth. The position participates in leadership meetings and provides technical consultation and decision support to Superintendents, Deputy Administrators, program administrators, and other DCFS leadership. The position develops and maintains effective, collaborative, and professional relationships with internal and external stakeholders, including program and clinical staff, community providers, state agencies, Superintendents, Deputy Administrators, Parole Officers, and other system partners. The position actively identifies opportunities to strengthen the continuum of services and supports the development of new partnerships, placements, programs, and resources to address emerging needs. The position exercises substantial independent judgment and is expected to proactively identify emerging issues, assess operational, programmatic, fiscal, workforce, and service-delivery implications, develop appropriate solutions, and elevate significant risks or matters requiring executive direction. The position supervises professional staff, delegates and oversees work, and leads multidisciplinary teams and complex initiatives. Clinical Program Planners perform planning and analytical functions in support of clinical programs and activities requiring graduate level education in health-related or social science planning and research.

Requirements

Four or more years of applicable experience as described in the job duties
A minimum of two years supervisory experience
A Master’s degree in a field of study applicable to the job duties.

Responsibilities

Oversee activities for a portion of a large program with multiple service delivery points.
Plan, coordinate, and monitor quality improvement and strategic planning activities.
Develop policies and procedures for quality assurance and quality improvement processes.
Design and conduct program evaluations for program planning, budget development, and resource allocation.
Develop clinical practice guidelines and standards.
Oversee, collect, and analyze data, prepare reports, and identify trends and cause/effect relationships.
Conduct clinical case reviews to evaluate the appropriateness of clinical services provided and compliance.
Monitor the availability of external funding for new and ongoing activities.
Research and write a variety of correspondence, recommendations, and reports.
Design, conduct, or supervise literature or field research.
Develop and administer contracts, grants, and their processes.
Develop clinical practice guidelines and standards and prepare and present training programs.
Provide technical assistance to clinical supervisors in the use of clinical tools and evidence-based practices.
Assess the quality of care in delivery of services and evaluate the attainment of program goals.
Serve as a liaison to advisory or policy-making committees as needed.
Track legislative activities relevant to the agency and provide legislative testimony as required.
Oversee activities which includes multiple service delivery points statewide.
Oversee the centralized planning, research, and evaluation function.
Quality improvement and quality assurance for internal programs and community providers.
Conduct program planning, program evaluation, contract administration, and grant management.
Train, supervise, schedule, and evaluate the performance of employees, and other supervisory duties as appropriate for managing people.
Perform related duties as assigned.
