About The Position

The mission of Public Works is to enhance the quality of life for the people of Alameda County by providing a safe, well-maintained, and lasting public works infrastructure through accessible, responsive and effective services. Public services provided by the Alameda County Public Works Agency include flood control planning and design, storm water pollution control, transportation planning and design, roadway and flood control maintenance and inspection, and construction and building inspections. The goals of the Agency are to keep roads safe and well maintained, provide the highest level of flood protection, provide service levels that optimize infrastructure life cycles, minimize deferred maintenance, ensure that development and construction adhere to applicable State and County rules, optimize disaster preparedness, response and recover, ensure that the Agency’s operations and services minimize negative impacts on the environment, and sustain and advance County and Agency programs through a vital business and administrative support system.

Requirements

  • Equivalent of two years’ full-time experience in the class of Public Works Inspector III, or an equivalent or higher-level class, in the Alameda County classified service.
  • Equivalent of two years’ full-time experience as a supervisor in maintenance and construction operations in the Alameda County classified service which provided the knowledge and abilities listed below.
  • Equivalent of five years of full-time experience in road and flood control maintenance and construction work, two of which must have been in a supervisory capacity.
  • Possession of a valid California Class C Driver’s License.
  • Knowledge of principles of personnel supervision and training.
  • Knowledge of interpretation of plans, maps, and specifications for construction of road appurtenances, storm drains, flood control subdivisions.
  • Knowledge of engineering plans, maps and specifications.
  • Knowledge of construction practices and terminology.
  • Knowledge of methods, materials, and equipment used in the construction of pipe lines, open channels, roads, reinforced concrete, and other drainage and road structures.
  • Knowledge of County, State, and Federal construction regulations and standards.
  • Knowledge of contract management principles.
  • Knowledge of construction site safety practices.
  • Ability to plan and direct activities of employees working in the inspection programs.
  • Ability to interpret contract documents content, varied regulations and Public Works Inspection manual.
  • Ability to negotiate and communicate with Project Managers (general contractors, owners, and other agencies).
  • Ability to effectively mediate conflicts between parties.
  • Ability to meet with agencies involved with public works projects to coordinate work, explain public works policies and develop positive working relationships.
  • Ability to make mathematical calculations related to construction.
  • Ability to make accurate visual observations.
  • Ability to operate standard office computer to enter data, retrieve data, utilize spreadsheet and other applications.
  • Ability to analyze and problem solve.
  • Ability to make oral presentations and training sessions.

Responsibilities

  • Function as a supervisor of Public Works Inspectors performing construction inspections of road and flood maintenance and construction projects to assure contract compliance.
  • Supervise field inspections of all the major road and flood maintenance and construction projects.
  • Provide supervision and direction to a number of lower-level inspectors.
