About The Position

This is supervisory professional engineering work in water resource, environmental, civil, hydraulic, agricultural, and other related fields of engineering.

Requirements

  • A bachelor's degree from an accredited college or university in environmental, civil, hydraulic, agricultural or water resource engineering.
  • Registration with the State of Florida as a Professional Engineer (if registered in another State, ability to obtain registration within the State of Florida within six months of hiring)
  • one year of subsequent experience directly related to the field in which the position is assigned.
  • Experience must include one year of leading a project team, coordinating activities of a workgroup, or serving as a team lead.

Responsibilities

  • Hires, trains, supervises, evaluates performance, and provides technical assistance and direction to subordinate staff.
  • Reviews and signs-off on TSRs, RAI letters, and other correspondence prepared by subordinate staff; monitors, manages, and balances the workload of the Service Center engineering staff; monitors attendance and leave of the subordinate staff and reviews and signs off on leave and timesheets; meets and communicates with staff regularly; coordinates items and issues with the Regulatory Manager, Regulatory Coordinator or Division Director as needed, coordinates assignments and management of compliance workload with Compliance Supervisor; keeps leadership team updated on projects of heightened concern.
  • Reviews the engineering portion of the larger and/or more complex applications for Environmental Resource Permits (ERPs) and Sovereign Submerged Lands (SSL). Provides assistance as needed in the review of Consumptive Use Permits (CUPs). Responsibilities include review of construction plans/drawings, calculations, data, legal documents, and hydrologic modeling to determine if projects meet District criteria for water quality and flood protection; preparing technical staff reports and letters; conducting pre-application meetings including meetings to assist consultants in developing and completing their application through the design review process; coordinating the review of projects with other review team members and supervisors, as necessary; documenting project actions, activities, and pertinent information in e-Regsystem; communicating regularly with the leadership team on projects of heightened concern.
  • Reviews the engineering portion of the larger and/or more complex compliance and enforcement projects, to evaluate conformance with District rules and issued permits. Responsibilities include conducting periodic site inspections during and upon completion of project construction/implementation to monitor system conditions; evaluating compliance submittals; reviewing and evaluating monitoring reports; responding to complaints and public information requests pertaining to rule violations; facilitating resolutions to non-compliance issues; performing permit determinations; writing technical reports and enforcement actions; reviewing legal documents and coordinating with legal staff; coordinating with other compliance team members and supervisors, as necessary; documenting compliance actions, activities and pertinent information in e-Regsystem; communicating regularly with the Compliance Supervisor and Regulatory Manager on compliance matters of heightened concern.
