About The Position

The City of Santa Barbara's Public Works Department is seeking three (3) Supervising Engineers to manage Water and Wastewater capital infrastructure projects through design and construction. These roles will be part of the Engineering Division and will support robust Water and Wastewater capital programs by supervising a team of engineers. Two positions will focus on design delivery, and one will focus on construction delivery. These positions report to Principal Engineers and are responsible for supervising, assigning, and reviewing the work of staff on water and wastewater planning, design, and construction management of capital projects. This includes projects like pipelines, sewer lift stations, and potable water pump stations. The roles involve collaborating with Principal Engineers to direct consultants and contractors, managing construction projects, approving pay requests, preparing reports and grant applications, managing project schedules, and overseeing record maintenance. Additionally, they will participate in budget preparation and administration, monitor expenditures, respond to public inquiries, and train staff. Supervising Engineers may also stamp and approve record drawings if they possess a valid CA Professional Engineer license.

Requirements

  • Five (5) years of increasingly responsible civil engineering experience.
  • Some lead supervisory or project management responsibility.
  • Equivalent to a Bachelors degree from an accredited college or university with major course work in civil engineering or a related field.
  • Valid California Driver's license at time of appointment.
  • Knowledge of principles of supervision, training, and performance evaluation.
  • Knowledge of principles and practices of civil engineering and administration.
  • Knowledge of principles and practices of project and construction management.
  • Knowledge of principles and practices of engineering design.
  • Knowledge of terminology, methods, practices, and techniques used in technical civil engineering report preparation.
  • Knowledge of principles and practices of budget preparation and control.
  • Knowledge of principles of mathematics as applied to engineering work.
  • Knowledge of recent developments, current literature, and sources of information regarding civil engineering.
  • Knowledge of modern office procedures, methods, and computer equipment and software applications.
  • Knowledge of pertinent Federal, state, and local laws, codes, and regulations including civil engineering laws and regulations.
  • Ability to plan, organize, and supervise the work of professional and technical staff.
  • Ability to train and evaluate staff.
  • Ability to manage large and complex engineering projects.
  • Ability to ensure project compliance with appropriate standards.
  • Ability to coordinate phases of construction projects and prepare progress reports.
  • Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Ability to conduct comprehensive engineering studies and develop appropriate recommendations.
  • Ability to perform technical research and solve difficult engineering problems.
  • Ability to prepare and maintain technical civil engineering records and prepare comprehensive reports.
  • Ability to compile rough technical data and prepare statistical and narrative reports from field studies.
  • Ability to develop, review and modify civil engineering plans, designs, and specifications.
  • Ability to exercise professional engineering judgment to achieve results consistent with objectives.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to establish and effective working relationships with those contacted in the course of work.
  • Ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities (sitting for extended periods, operating equipment, conducting field inspections).
  • Ability to maintain effective audio-visual discrimination and perception needed for making observations, communicating, reading, writing, and operating equipment.

Responsibilities

  • Supervising, assigning, and reviewing the work of staff responsible for professional and technical engineering work.
  • Managing and participating in the construction of capital projects based on plans, specifications, cost and quantity estimates, and bid documents.
  • Negotiating terms and fees and approving contractor and consultant pay requests.
  • Preparing analytical and statistical reports, grant applications, and outside consultant contracts.
  • Managing, coordinating, and scheduling projects and overseeing the maintenance of records, maps, and construction project documents.
  • Participating in budget preparation and administration, preparing cost estimates, monitoring and controlling expenditures, and tracking staff time and budgets.
  • Responding to public-information inquiries and complaints.
  • Solving controversial and complex technical and logistical problems for engineering staff, developers, builders, and the general public.
  • Selecting and training staff.
  • Attending and chairing public meetings.
  • Performing other duties as required.
  • Stamping and approving record drawings (if applicable).
