JOB SUMMARY THE SUPERVISING COUNSELOR COORDINATES THE SUBSTANCE ABUSE TREATMENT FOR THE PARTICIPANTS AND IS RESPONSIBLE FOR THE SCHEDULING OF PARTICIPANTS INTO PROGRAM ACTIVITIES AND SERVICES AND FOR DIRECTING THE PROGRAM COUNSELORS IN THE IMPLEMENTATION OF THE TREATMENT PLAN. THE SUPERVISING COUNSELOR ALSO SUPERVISES THE ADMINISTRATION OF THE ASSESSMENT PROCESS OF NEW ARRIVALS, SUPERVISES THE PROGRAM COUNSELOR’S ACTIVITIES AND MONITORS WRITTEN SUBSTANCE ABUSE TREATMENT PLAN DEVELOPMENT. THE SUPERVISING COUNSELOR FUNCTIONS AS A SUBSTANCE ABUSE COUNSELOR ON OCCASION AS NEEDED.

Requirements

  • Demonstrates management ability to supervise, plan, prioritize, budget, control and evaluate at a level sufficient to ensure the efficiency, effectiveness and success in delivering program services.
  • Demonstrates thorough knowledge of procedure manuals and demonstrates an ability to interpret these to participants, staff, families, significant others, and to other programs and the community.
  • Demonstrates skills necessary to provide effective counseling services, the ability to supervise staff in service delivery and the ability to successfully function as a team member on a treatment team.
  • Aware of transference and counter-transference.
  • Able to recognize mood changes or signs of behavior that indicate relapse.
  • Able to distinguish and discuss appropriate group behavior with clients.
  • Follows all program policies regarding breaks, lunch, sick, vacation, leaves of absence, etc.
  • Is familiar with and understands TURN BHS Personnel Policy and adheres to all established policies and regulations.
  • Completes all assigned duties within the time frame and according to the standards as established by the Program Director.
  • Handwriting and chart documentation is legible, organized timely and pertinent.
  • Is familiar with and actively engaged in the TURN Behavioral Health Services injury and Illness Prevention Plan. Reports unsafe situations when encountered.
  • Utilizes logical problem-solving techniques both independently and in collaboration with workers in dealing with clinical needs.
  • Is able to set priorities and responds appropriately to emergency situations.
  • A degree commensurate with a Masters in Social work or related field and one year’s experience in supervision counseling staff in a substance abuse program. (The equivalent of a Bachelors Degree and two cumulative years of full-time experience supervising counseling staff in a substance abuse program may be substituted for the degree.)
  • At least two years satisfactory service as a Counselor, or equivalent.
  • Working knowledge of substance-abuse programs and treatment, relapse prevention and 12-Step programs.
  • Knowledge of cognitive therapy techniques.
  • Experience in individual and group psychotherapy.
  • Within two years of hire, the Supervising Counselor shall be certified, using the criteria consistent with standards for addiction counselor staff competencies developed by UCSD, in substance abuse services.

Responsibilities

  • Overall coordination and supervision of substance abuse treatment services in the program.
  • Provides direction to and oversight of program counselors in the implementation of the treatment curriculum and delivery of program services. Assists counseling staff in dealing with counseling issues and problematic participant behavior.
  • Schedules all participants into treatment activities and supervises the administration of the treatment needs assessment process of all newly arrived participants.
  • Supervises the program counselor’s activities and monitors treatment plan development.
  • Meets with program counselors to develop transition plans for continued community treatment.
  • Ensures groups and classes are conducted as scheduled.
  • Ensures participant attendance/absence is documented.
  • Monitors all aspects of program counseling service delivery operation to ensure adherence with contract requirements, standard operating procedures and MHS personnel manual.
  • Under guidance of Program Manager, reviews program participants’ charts for completeness and accuracy.
  • Supervises accurate data collection, compilation and record keeping.
  • Reports to and departs from work on time, as scheduled, and accurately reflects all time on time card.
  • Assists Program Manager in writing reports.
  • Provides training and cross-training to program staff as directed by the Program Manager.
  • When necessary, assists in the counseling effort on a “fill-in” basis and delivers substance abuse treatment to participants.
  • Complies with all TURN BHS and program rules, policies and procedures including HIPAA standards.
  • Participates in maintenance of security procedures of the facility.
  • Facilitates groups and educational classes on a fill-in basis as needed.
  • Conducts individual counseling and case management on a fill-in basis or for purposes of supervision or training.
  • Acts as team member and leader to encourage daily staff interaction.
  • Displays commitment to and knowledge of program policy and procedure and is able to interpret these to staff, participants and other programs and the community as needed.
  • Keeps current by reading memos, directives, meeting minutes, and revised policies and procedures.
  • Provides input toward policy and procedure design, revision, and deletion.
  • Demonstrates involvement and commitment to participant recovery program philosophies by attending in-service training, staff meetings, and staff development programs; sharing knowledge gained through classes and experience with peers; seeking out supervision when unsure of a situation or process and participates in self-evaluation process.
  • Supervises the provision of quality care by ensuring compliance with standards of care and by participating in program quality assurance activities.
  • Follows the clinical and administrative chain of command.
  • Other relevant duties as assigned.
