About The Position

The County of Yolo Health and Human Services Agency (HHSA) is seeking to fill multiple positions for Supervising Clinician within the Behavioral Health Branch. These roles involve clinical and administrative oversight of multidisciplinary teams serving individuals with serious mental illness, co-occurring substance use disorders, trauma histories, and those experiencing homelessness. Specific positions are available within the Full-Service Partnership (FSP), Forensics Behavioral Health program, Crisis Continuum of Care (Crisis COC), and the Behavioral Health (BH) Access Team. Responsibilities include staff supervision, client care oversight, data collection, quality assurance, collaboration with community partners, and providing clinical supervision for licensure hours. The ideal candidate will have supervisory experience, strong communication skills, proficiency in Microsoft Office, the ability to work under pressure, organizational skills, knowledge of County mental health services, flexibility, and an understanding of cultural competence and equity.

Requirements

Master's Degree from an accredited college/university in Social Work, Counseling, Psychology, or Marriage and Family Counseling.
Four years of full time professional work experience in a psychiatric social work or rehabilitative counseling experience in a clinical/ treatment setting.
Possession of a license as a Licensed Clinical Social Worker, Licensed Marriage and Family Therapist, Licensed Professional Clinical Counselor or Licensed Clinical Psychologist for a minimum of eighteen months.
Possession and maintenance of a valid California driver's license, Class C or higher.
Experience supervising teams and leading projects.
Strong verbal and written communication skills.
Proficient in Microsoft Office programs.
Ability to work well under pressure and meet deadlines.
Exceptional organizational and time management skills.
Working knowledge of County mental health services.
Ability to be flexible and adapt to changing work priorities.
Knowledge or a willingness to understand cultural and linguistic competence and humility, special populations, culturally responsive practice, and health and racial equity.

Responsibilities

Provide clinical and administrative oversight to a multidisciplinary team of clinical and paraprofessional staff.
Provide support and guidance to clinical staff regarding client care.
Exercise good judgment in using County resources.
Meet expected deadlines and develop and maintain collaborative relationships with community partners.
Work in community settings including permanent supportive housing locations, homeless encampments, jails and psychiatric hospitals.
Collaborate with community stakeholders including permanent supportive housing programs, community-based providers of substance abuse treatment, collaborative court partners and other resource agencies.
Monitor client progress, collect program data, participate in case reviews and internal quality assurance processes.
Engage with Health and Human Services Agency leadership.
Provide clinical supervision to staff acquiring hours towards professional licensure.
Collaborate closely with Jail-Based Competency Treatment programs and the Enhanced Access and Stabilization Services (EASS).
Oversee staff providing behavioral health services to individuals with serious mental illness, co-occurring substance use disorders, histories of significant trauma, and those experiencing homelessness.
Work collaboratively with diverse stakeholders, including the District Attorney’s Office, Public Defender’s Office, Probation, court personnel, and community-based providers.
Support staff during court proceedings and provide oversight for CARE Court compliance and procedures.
Oversee the daily activities of the Crisis Continuum of Care and supervise staff.
Provide assessment and referral to the County’s internal array of specialty behavioral health services and indicated levels of care, as well as to our external community provider system.
Provide psychotherapy to clients referred from assessment and/or psychiatry.
Assist clients with targeted case management linkage to community supports and resources, as well individual/group rehabilitative services and coordination of care.
Provide individualized treatment planning services, care coordination, case management, and rehabilitative services.
Supervise, assign, review, and participate in the work of staff responsible for providing individual, group, and family counseling, therapy, and referral services.
Provide consultation, information, and education to community groups, schools, and agencies.
Ensure work quality and adherence to established policies and procedures.
Perform the more technical and complex tasks relative to the assigned area of responsibility.
Plan, assign and direct the work of a unit of professional and/or paraprofessional staff in providing individual, group, and family counseling and therapy services.
Supervise staff with authority to make recommendations for appointments, terminations, evaluations and discipline.
Assist in budget preparation for a program or function and assist in developing grant applications and grant writing for State funds.
Develop and provide training programs in clinical skills for counseling and therapy staff.
Identify opportunities for improving service delivery methods, productivity, caseload management, and efficiency; identify resource needs; review with appropriate management staff; and implement improvements.
Participate in the development and implementation of goals, objectives, policies and procedures; make recommendations for changes and improvements to existing standards and procedures.
Provide individual and group counseling, therapy, and referral services to psychologically disturbed or substance abusing clients.
Interview clients to determine and assess client's social, psychological, legal, and personal history for purposes of formulating a clinical diagnosis.
Write or dictate clinical chart notes for each patient contact.
Assess client's progress on a continuing basis and make modifications to treatment plan in order to meet client's goals.
Assess presenting problem and social histories to establish a diagnosis.
Observe and evaluate client's progress in order to evaluate treatment plan and monitors effects of medications in order to make referral to staff Psychiatrist for further monitoring.
Evaluate behavioral health emergencies in order to provide appropriate referrals.
Evaluate for 72-hour involuntary hospitalization for clients in crisis.
Consult with other professional staff to provide feedback on difficult cases.
Participate in seminars and provide review, feedback, and guidance on treatment alternatives.
Research, prepare, and deliver presentations to community groups and agencies about various aspects of behavioral health related problems.
