About The Position

The City of Stockton's Administrative Services Department is seeking to fill two (2) vacancies for the Supervising Budget Analyst position. The ideal candidate will have supervisory experience and a strong financial background with experience in accounting and budget management, intermediate to advanced Excel skills, and familiarity with Accela, HTE, and Munis software. The Supervising Budget Analyst will work a City of Stockton 9/80 schedule: 7:30 a.m. to 5:30 p.m. Monday through Thursday; 8:00 a.m. to 5:00 p.m. Friday, with alternating Fridays off. May be required to work additional hours and/or weekends to provide critical support to key initiatives. This is an At-Will (Unclassified/Unrepresented/MV) position. Only those applicants who best fit the needs of the City will be referred to the hiring department. Prior to appointment, eligible candidates will be required to submit to and successfully pass a background investigation, which will include fingerprinting.

Requirements

  • Possession of a Bachelor’s degree from an accredited college or university with major course work in public or business administration, finance, economics, or a closely related field.
  • Five years of increasingly responsible professional analytical staff experience, including at least two years of lead or supervisory experience.
  • Intermediate to advanced Excel skills.
  • Familiarity with Accela, HTE, and Munis software.
  • Knowledge of Principles, practices, and techniques of governmental budgeting and accounting, and management; Principles and procedures of program budgeting techniques, public finance, budgeting, and budgeting control; Municipal and governmental functions and organizations; Methods of program management and supervision; Business computer user applications, particularly as related to statistical analysis, financial reporting, and data management; Financial/statistical/comparative analysis techniques and formulae; Methods of administrative, organizational, and economic analyses; Principles and practices of supervision; Legislative process and policy-setting procedures; and Applicable laws and regulations.
  • Skill in Reasoning logically and creatively and utilize a variety of analytical techniques to resolve complex municipal budgeting and managerial problems; Planning, organizing, and administering the preparation, review, adoption, and administration of the Citywide budget; Developing and evaluating program alternatives; Analyzing data and presenting ideas and information effectively; Consulting with and advising directors or other interested parties; Appearing before Council and committees to present on behalf of the City Manager as required on fiscal and program-related matters for either revenues or expenditures; Utilization of techniques such as model building and simulation, formulating assumptions and identifying constraints, estimating market demand in the public sector, allocation of limited resources, risk and uncertainty, systems analysis, problem formulations, price incentives, and comprehensive program monitoring, evaluation, and control; Developing and implementing goals, objectives, policies, procedures, work standards and internal controls; Interpreting and applying laws, regulations, policies, and procedures; Preparing clear and concise reports, correspondence, and other written material; Coordinating multiple projects and meeting critical deadlines; Conducting research and developing appropriate policies and procedures; Assigning, training, supervising, and evaluating the work of staff; Expressing oneself clearly both orally and in writing; maintaining accurate records and files; Exercising sound independent judgment, including confidential matters, within established guidelines; and Establishing and maintaining cooperative working relationships with a variety of citizens, public and private organizations, boards and commissions, and City staff.

Responsibilities

  • Under administrative direction, performs highly responsible and professional work in planning, directing, and analyzing programs and activities related to the formulation and execution of the City’s Financial Plan, long-range budget projections, and Annual Budget; oversees investment, and purchasing operations; performs highly advanced and complex analytical work on a wide array of projects and programs designed to maximize the efficiency and effectiveness of City operations; and perform other work as assigned.
  • Collaborates with operating departments to facilitate budget proposal preparation; reviews, evaluates and makes recommendations from departmental requests.
  • Provides analysis of State and Federal issues and maintains contacts with elected officials and department personnel regarding issues and programs.
  • Contributes to the application of analytic techniques to policy research and development.
  • Oversees the implementation of special studies, working with the Budget Officer and/or Chief Financial Officer, departments, task forces, and other entities to develop recommendations for action.
  • Supervises the professional and support staff of the Administrative Services Department involved in preparation of research, analysis, reports, and problem solving on a wide range of City policies and procedures.
  • Supervises the preparation, review, adoption, and administration of the various Citywide budgets, including general and enterprise funds, Capital Improvement Program, and grant-funded projects.
  • Attends special meetings and provides data as required.
  • Assigns, trains, supervises, and evaluates assigned staff and their work.
  • Supervises and performs surveys and analyses of revenues, expenditures, programs, staffing patterns, and similar and related factors involved in budgeting.
  • Represents the City with dignity, integrity, and the spirit of cooperation in all relations with staff and the public.
