About The Position

The State of Connecticut, Office of Early Childhood (OEC), is seeking to hire a Supervising Accountant within the Division of Finance and Fiscal/Administrative Services in Hartford, CT. This role leads the Finance Unit and supervises three Associate Accountants. The OEC is the lead agency for early childhood services in the state, focusing on early care and education, home visiting, developmental support, program and provider development, and Head Start. The agency's mission is to partner with families to advance opportunities in early childhood policies, funding, and programs, supporting early learning and development, and strengthening the role of families, providers, educators, and communities. The OEC is committed to advancing equity and anti-racism in its policies and practices.

Requirements

  • Current State of CT employee for at least six (6) months of full-time service or full-time equivalent service, absent any applicable collective bargaining language
  • Eight (8) years of experience in accounting or auditing
  • One (1) year of the General Experience must have been performing the most complex accounting functions OR acting in a lead or consultative capacity at the level of an Associate Accountant or Associate Accounts Examiner
  • College training in accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree
  • A Master's degree in accounting may be substituted for one (1) additional year of the General Experience
  • Certification as a Certified Public Accountant or Certified Internal Auditor may be substituted for one (1) additional year of the General Experience

Nice To Haves

  • Experience supervising professional staff in accounting, fiscal, or related fields, including assigning work, providing training, and evaluating performance
  • Experience using CORE‑CT financial modules such as Accounts Payable, Accounts Receivable, General Ledger/Commitment Control, or EPM for reporting and analysis
  • Experience preparing, reviewing, or analyzing federal or state financial reports, or managing fiscal components of grant‑funded programs
  • Experience developing or improving internal controls, accounting procedures, or audit readiness
  • Experience with budget development, financial forecasting, expenditure monitoring, or analyzing financial data to support program decision‑making

Responsibilities

  • Establish and maintain unit accounting procedures including EDP procedures
  • Develop or make recommendations on development of policies and standards
  • Consult with superiors on accounting and fiscal matters
  • Act as liaison with other operating units, agencies and outside officials regarding unit policies and procedures
  • Prepare reports and correspondence
  • Direct review and verification of complex financial documents, reports and statements
  • Use statistical data in evaluating cost benefit relationships
  • Direct review and verification of posting to appropriate ledgers and subsidiary accounts and reconciliation of accounts and records
  • May direct analysis and preparation of budget requests
  • Schedule, assign, oversee and review work of staff
  • Provide staff training and assistance
  • Conducts performance evaluations
  • Determine priorities and plans unit work
  • Field inquiries on behalf of leadership
