About The Position

The Superintendent is responsible for planning, coordinating, directing, and overseeing all field operations for assigned federal construction projects. This position works closely with Project Management, Quality Control, Safety, Engineering, Owners, and Trade Partners to ensure the successful execution of construction activities in accordance with contract requirements, USACE/NAVFAC standards, project schedules, safety requirements, quality expectations, and budget objectives. The Superintendent serves as the primary field leader and is responsible for managing day-to-day construction operations while maintaining strong relationships with Government representatives, subcontractors, and project stakeholders. The Superintendent must be an exceptional leader, communicator, and mentor capable of directing complex federal construction projects while ensuring compliance with all contract requirements and regulations.

Requirements

• Bachelor's degree in Construction Management, Engineering, Building Science, or a related field preferred. Equivalent combinations of education, military experience, and construction experience may be considered.
• Minimum six (6) years of commercial, industrial, federal, or heavy civil construction experience.
• Minimum three (3) years of supervisory experience leading field operations.
• Experience on federal construction projects for USACE, NAVFAC, DoD, VA, GSA, or other federal agencies strongly preferred.
• Experience managing projects or scopes of work valued at $10M+ preferred.
• Demonstrated success leading subcontractors and coordinating complex construction activities.
• Strong understanding of construction means and methods, sequencing, logistics planning, and schedule management.
• Ability to effectively lead teams in fast-paced environments while maintaining safety, quality, and production goals.
• OSHA 30-Hour Construction Certification
• EM 385-1-1 Experience
• USACE Construction Quality Management for Contractors (CQM-C) Certification
• First Aid/CPR Certification
• Thorough knowledge of commercial and federal construction practices, standards, and procedures.
• Strong understanding of project planning, scheduling, and construction sequencing.
• Knowledge of USACE and NAVFAC project delivery requirements and federal construction standards.
• Familiarity with UFCs, UFGS specifications, design-build delivery, and government contracting environments.
• Ability to read, interpret, and apply: Construction drawings, Technical specifications, Submittals, Shop drawings, Contract documents, Engineering and architectural plans
• Proficiency with: Procore, Primavera P6, Microsoft Project, Bluebeam, SharePoint, Microsoft Office Suite
• Strong leadership, communication, organization, and conflict-resolution skills.
• Ability to plan, coordinate, and direct multiple subcontractors and disciplines simultaneously.
• Ability to obtain and maintain access to federal installations and secure project sites.

Responsibilities

• Direct and coordinate all field operations associated with federal construction projects.
• Lead and manage field personnel, subcontractors, suppliers, and trade partners to ensure safe, efficient, and compliant project execution.
• Coordinate work with Government representatives, Contracting Officers, Resident Engineers, Construction Managers, Quality Assurance personnel, architects, engineers, inspectors, and project stakeholders.
• Develop and maintain effective working relationships with USACE, NAVFAC, DoD, VA, GSA, and other federal clients.
• Develop site execution strategies and sequencing plans that support project objectives and contract milestones.
• Provide leadership and mentorship to field engineers, assistant superintendents, trade superintendents, and other project personnel.
• Ensure work is performed in accordance with project plans, specifications, approved submittmits, and contract requirements.
• Participate in the development and management of the CPM project schedule.
• Develop and manage three-week and six-week look-ahead schedules.
• Coordinate manpower, equipment, and material resources to support planned construction activities.
• Evaluate field progress against project milestones and contractual completion requirements.
• Identify schedule risks and develop recovery plans when necessary.
• Coordinate subcontractor work sequencing to maximize productivity and minimize disruptions.
• Track project phase completion against established milestones and critical path activities.
• Ensure all work activities are properly planned and coordinated before execution.
• Maintain working knowledge of federal construction requirements, including USACE and NAVFAC contract administration procedures.
• Ensure project execution complies with contract specifications, UFC requirements, UFGS specifications, and applicable federal regulations.
• Support quality control activities and ensure Definable Features of Work (DFOW) are properly planned and executed.
• Work closely with the Quality Control Manager to support Preparatory, Initial, and Follow-Up inspections.
• Ensure all construction activities comply with applicable permits, environmental requirements, and regulatory standards.
• Maintain awareness of contract modifications, government directives, Requests for Information (RFIs), and project changes affecting field operations.
• Champion Yates' safety culture and uphold all project safety requirements.
• Work closely with the Site Safety and Health Officer (SSHO) to ensure compliance with OSHA regulations, EM 385-1-1 requirements, and project-specific safety plans.
• Lead daily pre-task planning activities, toolbox talks, and safety briefings.
• Monitor subcontractor compliance with all site safety requirements.
• Promote proactive hazard identification and mitigation throughout the project.
• Immediately address unsafe conditions, behaviors, and work practices.
• Participate in incident investigations and corrective action implementation.
• Ensure all personnel understand and comply with site-specific safety requirements.
• Partner with the Quality Control Manager to ensure all work meets contract requirements and client expectations.
• Participate in Preparatory and Initial Phase meetings.
• Conduct routine field observations to ensure quality workmanship and specification compliance.
• Lead constructability reviews and identify potential quality risks before installation.
• Review project drawings, specifications, and installation requirements with trade partners.
• Ensure deficiencies are corrected promptly and permanently.
• Assist in managing punch list completion and project closeout requirements.
• Conduct subcontractor coordination meetings and preconstruction meetings prior to the start of major work activities.
• Lead daily and weekly planning meetings with field teams and trade partners.
• Participate in Owner, Government, and progress meetings.
• Coordinate equipment, temporary facilities, site logistics, deliveries, and material management activities.
• Develop and maintain the site logistics plan to support efficient project execution.
• Facilitate communication between field operations, project management, quality control, safety, and project stakeholders.
• Assist in developing scopes of work and evaluating subcontractor performance.
• Manage field productivity and labor efficiency.
• Review and validate construction progress against budgets and project goals.
• Assist project management with quantity tracking, cost forecasting, and production analysis.
• Review and verify quantity takeoffs, material usage, and procurement schedules.
• Identify opportunities to improve efficiency and reduce project risk.
• Ensure resources are utilized effectively while maintaining safety and quality expectations.
• Manage project turnover and closeout activities.
• Coordinate completion of punch list items and deficiency corrections.
• Ensure all required inspections and testing activities are completed.
• Support commissioning, training, turnover documentation, and final acceptance activities.
• Verify completion of all contractual requirements before project closeout.
