About The Position

Under limited administrative direction, this exempt position plans, organizes, directs, and oversees all maintenance and collection system activities associated with the City's wastewater treatment facilities, collection system, reclaimed water distribution system, lift stations, pump stations, vehicles, buildings, and related infrastructure. The role ensures the reliable, safe, and efficient operation of all assets through preventive and predictive maintenance programs, regulatory compliance, asset management, and emergency response planning. This position provides leadership and direct supervision to maintenance and collection system personnel and is responsible for budget development, capital planning, procurement, inventory control, regulatory compliance, and implementation of industry best practices. The Superintendent reports to the Director of Water Reclamation.

Requirements

  • Graduation from high school supplemented by college-level course work.
  • 7 to 9 years of experience in wastewater with at least three of those years in a supervisory level and/or wastewater system construction, maintenance, and repair.
  • Proficiency in Microsoft Office, CMMS software, GIS applications and SCADA systems.
  • Possession of a Class "A" wastewater collection license from the State of Florida, water pollution control operators association or ability to obtain within eighteen (18) months.
  • A valid State of Florida drivers’ license is required.
  • Must be physically able to operate a variety of machinery and equipment including calculators, videotape cameras, measuring tapes, shovels, probe rods, two-way radios, etc.
  • Must be able to lift 50 pounds occasionally, or up to 25 pounds frequently, or 10 pounds constantly.
  • Requires the ability to maintain body equilibrium when bending, stooping, crouching, climbing, reaching and/or stretching arms, legs or other parts of body, and to physically maneuver over and/or upon varying terrain, surfaces or physical structures.
  • Physical demand requirements are for Medium Work.

Responsibilities

  • Directs and supervises maintenance activities for wastewater treatment facilities, collection systems, reclaimed water systems, lift stations, pump stations, vehicles, and support facilities.
  • Develops, implements, and monitors preventive, predictive, and corrective maintenance programs.
  • Oversees work order management and maintenance activities utilizing computerized maintenance management systems (CMMS).
  • Maintains accurate records of maintenance activities, equipment history, inventories, maps, and system documentation.
  • Performs permit inspections on sewer connections to City infrastructure both commercial and residential.
  • Coordinates scheduled maintenance activities to minimize operational disruptions and ensure system reliability.
  • Supervises, trains, evaluates, and develops assigned personnel.
  • Establishes performance expectations and promotes professional growth and succession planning.
  • Participates in recruitment, employee discipline, and performance evaluations.
  • Ensures compliance with City personnel policies and applicable labor regulations.
  • Develops and administers comprehensive safety programs in accordance with FLOC, FDEP, and City requirements.
  • Ensures compliance with all applicable federal, state, and local regulations governing wastewater operations and maintenance.
  • Conducts safety meetings, job hazard analyses, and incident investigations.
  • Ensures proper lockout/tagout procedures, confined space entry procedures, and emergency response protocols are followed.
  • Assists in the development and administration of operating and capital budgets.
  • Participates in long-range infrastructure planning and capital improvement projects.
  • Researches and recommends equipment purchases and replacement schedules.
  • Maintains adequate inventories of equipment, repair parts, and supplies.
  • Utilizes CMMS, GIS, SCADA, and other technology systems to improve operational efficiency and asset reliability.
  • Responds to emergencies involving wastewater treatment facilities and collection systems.
  • Participates in emergency preparedness planning and serves in an incident management role during hurricanes, natural disasters, and utility emergencies.
  • Monitors industry trends, technological developments, and regulatory changes.
  • Recommends and implements process improvements and best management practices.
