About The Position

The Superintendent of Paratransit Maintenance is responsible for overseeing all maintenance operations related to the Authority’s paratransit and light automotive fleet, ensuring vehicles are safe, reliable, and available to support on-time service delivery. This role directs and coordinates maintenance activities for cutaway vans, SUVs, accessible vehicles, and non-revenue support vehicles, balancing the unique service demands of paratransit with regulatory and operational requirements. The Superintendent provides both technical and administrative leadership to maintenance teams, ensuring preventive maintenance, corrective repairs, inspections, and warranty management are carried out in compliance with Federal Transit Administration (FTA), Florida Department of Transportation (FDOT), Americans with Disabilities Act (ADA), and internal agency standards. The Superintendent of Paratransit Maintenance plays a critical leadership role in ensuring that specialized transit services meet the needs of the community’s most vulnerable populations. This position requires strong technical knowledge of paratransit vehicle systems, proven leadership skills, and a commitment to safety, accessibility, and service reliability.

Requirements

  • Bachelor’s degree in automotive technology, Business Administration, or a related field; equivalent experience may be considered.
  • A minimum of 10 years of experience in fleet maintenance, including at least 5 years in a senior supervisory or management role.
  • Expertise in fleet maintenance practices.
  • Proficiency with EAM software and its application in fleet maintenance operations.
  • Strong knowledge of inventory management and procurement processes.
  • Demonstrated leadership and communication skills with experience managing large teams.
  • Proficiency in maintenance management systems and Microsoft Office Suite (Word, Excel).
  • Ability to operate small office equipment, including copy machines or multi-line telephone systems, as well as a computer for both data entry, word processing, and/or accounting purposes.
  • Valid Florida Driver’s License or be able to obtain one within in 10 days of hire of moving to the State of Florida.
  • Proven ability to lead diverse teams, establish goals, and ensure accountability.
  • Expertise in lifecycle management, asset tracking, and condition assessments.
  • Advanced understanding of Trapeze EAM functions and their integration into maintenance workflows.
  • Advanced understanding of inventory control, procurement, and vendor oversight.

Responsibilities

  • Manage daily readiness and availability of the paratransit fleet to ensure mobility services for customers with disabilities and seniors are uninterrupted.
  • Lead maintenance supervisors, technicians, and service staff, ensuring training and accountability in repair practices and safety procedures.
  • Direct inspections, repairs, and campaigns for paratransit vehicles, focusing on lift/ramp systems, wheelchair securements, HVAC, and safety equipment.
  • Maintain adherence to FTA requirements, FDOT FAC 14-90 standards, ADA accessibility guidelines, and environmental safety practices.
  • Introduce modern diagnostics, telematics, and fleet management technologies to improve availability, reduce downtime, and extend vehicle life cycles.
  • Ensure efficient use of labor hours, parts, and contracted vendor services while aligning expenditures with the maintenance budget.
  • Champion a safety-first culture, guaranteeing that every paratransit vehicle placed into service is reliable, accessible, and passenger-ready.
  • Lead and supervise a team comprising fleet maintenance supervisors, foremen, technicians, and support staff.
  • Foster professional development through targeted training, mentorship programs, and performance evaluations.
  • Cultivate a safety, efficiency, and continuous improvement culture within the fleet maintenance team.
  • Direct all maintenance activities, including preventive, corrective, and collision repairs, ensuring timely and high-quality completion.
  • Monitor and analyze fleet performance metrics to proactively identify trends and address maintenance needs.
  • Oversee vendor contracts, ensuring compliance with terms and fostering productive relationships.
  • Manage service agreements, warranties, and other contractual obligations to uphold quality standards.
  • Enforce adherence to local, state, and federal regulations, including OSHA and FTA standards.
  • Implement robust safety protocols to ensure employee well-being and a safe working environment.
  • Lead safety training initiatives for all fleet maintenance personnel.
  • Maintain detailed and accurate maintenance activities, repairs, and inspection records.
  • Generate and submit compliance, performance, and asset condition reports to stakeholders.
  • Monitor KPIs and develop actionable insights to enhance maintenance operations.
  • Serve as the subject matter expert on Enterprise Asset Management (EAM) software, ensuring its effective utilization for fleet management.
  • Oversee the implementation, customization, and ongoing optimization of EAM to align with operational needs.
  • Develop, document, and enforce Standard Operating Procedures (SOPs) related to EAM usage for asset tracking, work order management, and inventory control.
  • Provide training and support to staff on EAM functionalities and best practices.
  • Leverage EAM data analytics to identify trends, track fleet performance, and optimize maintenance strategies.
  • Lead initiatives to improve fleet reliability, reduce maintenance costs, and minimize vehicle downtime.

  • Ensure compliance with Florida Department of Transportation (FDOT) Rule 14-90 governing bus transit systems.
  • Oversee the implementation and monitoring of vehicle inspection protocols, maintenance standards, and safety programs in accordance with FDOT 14-90 requirements.
  • Conduct audits and prepare reports to verify adherence to rule mandates, including vehicle safety standards, operator qualifications, and equipment reliability.
  • Collaborate with the operations team to develop and maintain comprehensive records to support FDOT 14-90 compliance.
  • Provide staff training on FDOT 14-90 regulations and their integration into daily operations.
  • Execute additional responsibilities as required by leadership.
