About The Position

This position involves technical work related to the installation, inspection, and maintenance of electrical substation equipment. The role is structured across three levels (I, II, and III), with increasing responsibility and skill requirements for each level. Substation Technician I assists with installation, operation, inspection, repair, and maintenance. Substation Technician II performs skilled technical work in these areas. Substation Technician III performs difficult skilled technical work and supervises subordinates in these tasks, including planning and directing work, and training staff.

Requirements

  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
  • Knowledge of electrical wiring, control circuits, relays, and other electrical equipment.
  • Knowledge of high voltage equipment and related safety specifications.
  • Knowledge of the National Electric Safety Code.
  • Knowledge of substation equipment operations.
  • Knowledge of hand tools, test instruments and power tools.
  • Knowledge of proper safety procedures, rules and regulations.
  • Skill in analyzing problems and identifying solutions.
  • Skill in preparing clear and accurate reports.
  • Skill in establishing cooperative and productive working relationships.
  • Skill in setting priorities for competing projects.
  • Skill in performing mathematical calculations.
  • Skill in operating computers and other standard office equipment.
  • Skill in interpersonal relations.
  • Skill in oral and written communication.
  • Must be able to work scheduled and unscheduled overtime and be on a rotating schedule to standby to be called in to work after normal working hours.
  • Must reside no more than 30 minutes from the Operations Center.
  • Specialized training in substation equipment and apparatus preferred.
  • Completion of Substation Career Development Program, Module One required for promotion to Substation Technician II.
  • Completion of Substation Career Development Program, Module Two required for promotion to Substation Technician III.
  • Completion of Substation Career Development Program, Module Three required for promotion.
  • Possession of a valid North Carolina Class “A” CDL permit within six months of hire.
  • Possession of a valid North Carolina Class “A” CDL license within twelve months of hire.
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with two to three years of experience or service (for Technician II).
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with five or more years of experience or service (for Technician III).
  • Thorough knowledge of electrical wiring, control circuits, relays, and other electrical equipment (for Technician III).
  • Thorough knowledge of high voltage equipment and related safety specifications (for Technician III).
  • Thorough knowledge of the National Electric Safety Code (for Technician III).
  • Thorough knowledge of substation equipment operations (for Technician III).
  • Thorough knowledge of hand tools, test instruments and power tools (for Technician III).
  • Thorough knowledge of proper safety procedures, rules and regulations (for Technician III).

Responsibilities

  • Assist in the installation, operation, inspection, repair, and maintenance of all types of equipment used in electrical substations.
  • Assist in the installation, construction, and modification of all types of equipment, structure, bus, communications and control schemes, etc. used in substations.
  • Assist in the testing and repair of high voltage transformers, circuit breakers, reclosers, capacitors, voltage regulators and other related equipment.
  • Assist oil spill coordinator; cleans up oil spills for leaking or damage oil filled electrical equipment and maintains required EPA records.
  • Assists with disposing of surplus distribution equipment.
  • Assists coordinator for testing of department safety gear.
  • Installs, operates, inspects, repairs, and maintains of all types of equipment used in electrical substations.
  • Installs, constructs, and modifies all types of equipment, structure, bus, communications and control schemes, etc. used in substations.
  • Tests and repairs high voltage transformers, circuit breakers, reclosers, capacitors, voltage regulators and other related equipment.
  • Coordinator for testing of department safety gear.
  • Oil spill coordinator; cleans up oil spills for leaking or damage oil filled electrical equipment and maintains required EPA records.
  • Assists Substation Supervisor in planning and directing the work of subordinates in the installation, inspection and maintenance of all substation equipment and protective devices. Includes associated record keeping.
  • Leads the installation, operation, inspection, repair, and maintenance of all types of equipment used in electrical substations.
  • Leads the installation, construction, and modification of all types of equipment, structure, bus, communications and control schemes, etc. used in substations.
  • Leads the testing and repair of high voltage transformers, circuit breakers, reclosers, capacitors, voltage regulators and other related equipment.
  • Trains subordinates in proper work procedures and job safety.
  • Responds to after-hours calls as needed.
  • Works during storms and/or storm response performing duties as assigned.
  • Performs other related duties as assigned.
