About The Position

Leidos is seeking an Owner’s Engineer to join their Power Delivery Solutions division, which offers consulting services to electric utilities. The role involves acting as the technical advocate for the project owner, ensuring that engineering deliverables, designs, and construction activities align with project requirements, industry standards, and the owner’s operational expectations. This position provides oversight, coordination, and quality assurance throughout all project phases, including planning, design, procurement, construction, and commissioning. Requirements

  • Bachelor’s degree in Electrical Engineering or other related degree
  • Ten (10+) plus years of direct experience in substation Protection and control design
  • Ability to lead substation design projects by aligning engineering execution with program management

Nice To Haves

  • Registered Professional Engineer (P.E) license
  • Master’s degree in related field

Responsibilities

  • Review and evaluate engineering drawings, specifications, studies, and calculations prepared by EPC contractors, consultants, and equipment vendors.
  • Ensure designs comply with applicable codes, standards, and owner-specific requirements (e.g., IEEE, NESC, utility standards).
  • Provide technical guidance on protection & control designs.
  • Occasional Site-visits to client substation facilities may be required, along with occasional travel for client meetings and industry-related events.
  • Participate in design reviews, constructability assessments, and value‑engineering discussions.
  • Support project managers by translating technical issues into actionable decisions.
  • Review vendor submittals, equipment data sheets, FAT/SAT results, and test reports.
  • Support the development and enforcement of engineering standards and best practices.
  • Provide technical support during construction, including RFI responses, field issue resolution, and design clarifications.
  • Evaluate technical risks and provide recommendations to mitigate impacts on cost, schedule, and system reliability.
  • Track engineering deliverables and ensure timely resolution of technical issues.
