General Description Under the supervision of the Engineering Director, supervises Substation Engineering employees. Directs, coordinates, and develops substation design, planning, automation, and related engineering activities.

Requirements

  • Thorough knowledge of applicable laws, codes, standards, and accepted safety practices relating to electric utility work.
  • Knowledge and understanding of the National Electrical Safety Code and other related industry standards.
  • Knowledge of budgeting, cost estimating, and basic accounting practices.
  • Ability to troubleshoot, negotiate, solve problems, exercise sound judgment, and work independently.
  • Working knowledge in the use of personal computers and software used by the District, including applicable engineering modeling, analysis, and work production software.
  • Ability to discreetly protect and manage confidential information.
  • Thorough knowledge of substation, SCADA, protection, and automation systems.
  • Bachelor of Science degree in Electrical Engineering, or an equivalent combination of related education and experience; and Eight (8) years of relevant education and professional electrical engineering experience with an electrical utility or equivalent.
  • Valid Washington State Driver’s License and qualify for the District’s auto liability insurance.

Responsibilities

  • Coordinate Engineering activities with other District departments.
  • Participate in the hiring, training, supervision, development, and evaluation of assigned Engineering personnel.
  • Evaluate and maintain written documentation of employee performance, training, development, and goals.
  • Ensure assigned engineers are appropriately trained and provided with necessary tools, resources, and information to perform engineering work safely and effectively.
  • Organize, prioritize, assign, review, and approve engineering work for accuracy, efficient delivery of service, cost-effectiveness, and conformance with District standards, policies, and applicable requirements.
  • Plan, schedule, coordinate, and may design electrical system improvements to support system safety, reliability, power supply, and operational needs.
  • Provide technical assistance for the design, construction, operation, maintenance, troubleshooting, and improvement of the District’s substation, SCADA, protection, automation, and related electrical systems.
  • Supervise the preparation of specifications, bid evaluations, and recommendations for contractor and consultant bids and proposals related to assigned engineering, equipment, and construction projects.
  • Coordinate activities and work with contractors and consultants on design, construction, and other assigned projects.
  • Manage the planning and design of District substation, SCADA, protection, and automation functions.
  • Perform, manage, and coordinate system planning studies, fault studies, protective relay and line coordination schemes, technical analyses, reports, and related evaluations for substation, SCADA, protection, and automation activities.
  • Manage and participate in long-term planning, design, construction, and system improvement projects to support system reliability, safety, and efficiency.
  • Provide technical support for installation, construction, inspection, testing, operation, maintenance, and troubleshooting of District substation, SCADA, automation, and related electrical equipment.
  • Supervise specifications, bid evaluations, recommendations, purchase specifications, and contractor/consultant coordination for substation materials, equipment, engineering, and construction projects.
  • Supervise work associated with the acquisition of permits required for expansion of existing facilities or construction of new facilities.
  • Recommend acquisition of new devices, apparatus, and equipment to improve safety, reliability, efficiency, economy, standardization, maintainability, and performance of the District’s electrical system.
  • Understand, apply, explain, enforce, ensure compliance with, and assist with the development of District engineering, material, construction, electrical service, policy, procedure, and practice standards.
  • Assist in preparing the annual District capital improvement and operating budgets, and in preparing and maintaining a multi-year capital improvement program.
  • Prepare and maintain correspondence, reports, records, performance measures, and other documentation related to assigned Engineering activities.
  • Review design drawings, specifications, and other technical documents prepared by others for accuracy, design integrity, and compliance with applicable standards.
  • Maintain productive, positive working relationships with District employees, customers, contractors, consultants, agencies, and other organizations.
  • Professionally represent the District with customers, the public, government agencies, and other organizations.
  • Maintain current knowledge of the District’s substations, circuits, major switches, protection device locations, and priority restoration areas; provide leadership and technical advice during outages and other system events.
  • Serve on assigned committees and projects.
  • Perform other duties, including the roles of other management employees, as assigned.
