SUBSTANCE USE COMMUNITY PROGRAMS ADMINISTRATOR
About The Position
The Division of Behavioral Health and Recovery is seeking to hire an experienced and dedicated individual to serve as the Administrator of Substance Use Community Programs. This position will formulate and implement policy impacting division management and statewide division operations. The role will provide direction and guidance to staff to ensure the effective implementation of Division program, fiscal, and grant management based on Grant Accountability and Transparency Act (GATA) requirements. Identifies and promotes federal and state human service funding opportunities to support communities impacted by substance use disorders. Develops and maintains relationships with current and potential funders in order to leverage and maximize state and federal funding to support and enhance delivery of substance use services. Under the direction of the Associate Director of Community Programs develops the reporting and analysis of performance measures specific to grants to various audiences, including the Governor’s Office and the Department’s service delivery partners. Serves as full-line supervisor. The position will design, develop, and implement measures to increase federal, foundation, and corporate funding to community substance use service delivery systems. Requirements
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years college with course work in business or public administration.
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a substance use program for a public or private organization.
Nice To Haves
- Four (4) years of professional experience managing behavioral health (mental health or substance use) programs for a public or private organization.
- Four (4) years of management experience over grant-funded programs for a public or private organization.
- Four (4) years of professional supervisory experience in managing personnel, assigning work, providing guidance to subordinates, recommending and/or implementing counseling and/or discipline activities and training staff.
- Four (4) years of professional experience developing, interpreting and ensuring implementation of policies and procedures for a public or private organization.
- Four (4) years of professional experience writing complex financial and/or budget reports.
- Four (4) years of professional experience communicating with diverse stakeholders, both orally and in writing, across various forms of media.
Responsibilities
- Serves as the Administrator of Substance Use Community Programs.
- Provides direction and guidance to staff to ensure effective implementation of DBHR program, fiscal, and grant management based on Grant Accountability and Transparency Act (GATA) requirements.
- Identifies and promotes federal and state human service funding opportunities to support communities impacted by substance use disorders.
- Develops and maintains relationships with current and potential funders in order to leverage and maximizes state and federal funding to support and enhance delivery of substance use services.
- Under the direction of the Associate Director of Community Programs, develops the reporting and analysis of performance measures specific to grants to various audiences, including the Governor’s office and the Department’s service delivery partners, to monitor grantees’ ongoing budget performance and grant appropriations.
- Serves as full-line supervisor.
- Maintains awareness of changes to the grant and budget protocols and practices and ensures their implementation.
- Designs, develops, and implements measures to increase federal, foundation, and corporate funding to community substance use service delivery systems, while ensuring the budgeting of administration dollars to support the management of grants.
- Supports the development of evaluation designs to ensure the integration of process and outcome findings into program management.
- Performs other duties as required or assigned which are reasonable within the scope of the duties enumerated above.
