Substance Abuse Specialist

Step Up•Los Angeles, CA

About The Position

The Substance Abuse Specialist/Service Coordinator I provides rehabilitation, linkage, and case management support as a member of Department of Mental Health (DMH) teams. Clients are housed in permanent supportive housing or are awaiting housing and receiving outreach while homeless. They have histories of chronic homelessness and mental health diagnoses, often alongside medical or substance-use disorders. The program uses a modified ACT model to support permanent placement, housing stability, life skills, positive mental health behaviors, recovery, and wellness. Step Up follows a trauma-informed model of rehabilitation, wellness, and recovery. The role conducts substance-use assessment and counseling, supports clients in addressing immediate needs and goals, connects them with community and treatment resources, and coordinates care with team members. Approximately 60% of direct-care time is spent providing in-person, face-to-face services. The position also requires timely DMH documentation, meeting billing quotas, participating in team meetings and supervision, and maintaining relevant counselor skills and certifications. The position is non-exempt, works 40 hours per week, and is part of the SEIU721 bargaining unit. Work with people experiencing homelessness may involve exposure to infestations, unpleasant odors, poor hygiene, mental health symptoms, poverty, profanity, sexually explicit or derogatory language, and expressions of anger or trauma. Direct-care staff receive de-escalation training, and the organization has procedural safeguards to mitigate workplace risks.
