About The Position

VISTA Technology Services, Inc. (VISTA) is seeking a Submarine Radar Acquisition Analyst to support a NAVSEA Program Office. This is a hybrid position reporting on-site in Washington, DC 1 day a week and as needed. The successful candidate will be passionate to support pre and post-award Navy contracts and improve the process that defend our nation. As an acquisition management professional they will understand that both sides of the acquisition and contracts life-cycle are pivotal to the customer’s mission.

Requirements

  • Submarine Radar Acquisition Analyst experience
  • Experience supporting pre and post-award Navy contracts
  • Expertise in acquisition management
  • Familiarity with the acquisition and contracts life-cycle
  • Ability to review acquisition documents, Acquisition Strategies, Acquisition Plans, Justification and Approvals, and Statements of Work
  • Experience facilitating document routing and tracking stakeholder reviews
  • Experience coordinating and reviewing Purchase Requisition (PR) drafts
  • Ability to analyze, assess, and create acquisition program documentation
  • Ability to develop and contribute to solutions for problems of moderate scope and complexity
  • Knowledge of the DoD adaptive acquisition framework
  • Experience researching, analyzing, assessing, and coordinating acquisition program documentation
  • Experience developing acquisition documents such as initial capabilities document, capability development document, acquisition strategy, acquisition program baseline, program management plan, acquisition decision memorandum, affordability estimate, analysis of alternatives, and cost analysis and requirements description
  • Ability to track programmatic issues and risks
  • Experience developing status updates and briefs for program office leadership and external stakeholders
  • Ability to attend and support program leadership meetings and acquisition meetings
  • Experience with SharePoint record management
  • Ability to provide quick turn-around research and response for data calls
  • Effective collaboration skills with government and support contractors
  • Ability to schedule stakeholder reviews and ad hoc meetings

Responsibilities

  • Provide overall acquisition process expertise and support to the team leadership, Radar APM, and support contractors
  • Review acquisition documents, Acquisition Strategies, Acquisition Plans, Justification and Approvals, and Statements of Work for quality, completeness, and consistency
  • Facilitate the routing of acquisition documents and track and report the stakeholder review and signature process
  • Coordinate and review team Purchase Requisition (PR) drafts for new contract requirements and modifications to established contracts within the system and generate PRs for submission to the contracting office
  • Analyze, assess, and create acquisition program documentation (e.g., Acquisition Strategy, Purchase Requisitions, Contract Modifications)
  • Develop and contribute to solutions to a variety of problems of moderate scope and complexity
  • Determine appropriate acquisition approaches based on the DoD adaptive acquisition framework
  • Research, analyze, assess, and coordinate acquisition program documentation based on a selected adaptive acquisition pathway, including an acquisition strategy, acquisition program baseline, and acquisition decision memorandum
  • Develop acquisition documents, including the initial capabilities document, capability development document, acquisition strategy, acquisition program baseline, program management plan, acquisition decision memorandum, affordability estimate, analysis of alternatives, and cost analysis and requirements description
  • Track programmatic issues and risks to ensure they are addressed in acquisition documentation and assist with the development of status updates and briefs to program office leadership and external stakeholders
  • Attend and support program leadership meetings and acquisition meetings
  • Maintain SharePoint record management for team's acquisitions
  • Provide quick turn-around research and response for data calls
  • Collaborate with government and support contractors effectively, and schedule stakeholders’ reviews and ad hoc meetings
