About The Position

The Pan American Development Foundation (PADF) is establishing a roster of subject matter experts to support its Peace, Justice & Security (PJS) programming throughout the Western Hemisphere. PADF collaborates with national partners in the Caribbean, Central America, and South America to enhance civilian security, uphold the rule of law, and foster accountable, effective, and trusted justice and law enforcement institutions. The organization is seeking experienced professionals in law enforcement, the justice sector, and security to provide technical advice and assistance aimed at strengthening host nation reforms. Depending on program requirements, these experts may be engaged as short-term consultants or as embedded advisors working directly within host-nation institutions. This is an ongoing call for expressions of interest, which are reviewed as opportunities emerge in PADF’s current and future programs.

Requirements

  • Demonstrated technical expertise and hands-on proficiency in an area of specialization.
  • Proven ability to advise, mentor, and support institutional development at multiple levels.
  • Understanding of context-driven, partner-centered approaches grounded in local realities.
  • Commitment to promoting effective, accountable, and rights-respecting security and justice institutions.
  • Ability to work credibly alongside national counterparts, peers, and partners.
  • Regional knowledge of the Caribbean, Central America, or South America.
  • Working proficiency in Spanish, English, French, Portuguese, or relevant Creole languages is a strong asset.
  • A current CV or resume detailing relevant technical and regional experience.
  • A brief statement identifying areas of expertise and countries or regions of work.
  • Indication of availability and preferred engagement type (short-term consultant or embedded advisor).
  • Professional references available upon request.

  • Experience in Border, Maritime & Supply Chain Security (e.g., border security operations, cross-border threat interdiction, disruption of illicit networks, maritime/port security, supply chain/customs security).
  • Experience in Criminal Investigations & Forensics (e.g., crime scene investigation, evidence handling, latent fingerprint examination, forensic laboratory management, digital forensics).
  • Experience in Cybercrime & Technology (e.g., cybercrime investigations, cybersecurity for critical infrastructure, ICT/digital transformation, data analytics for justice institutions).
  • Experience in Crime Prevention & Community Security (e.g., CPTED, community-oriented policing, gang prevention, at-risk youth programming, counter-trafficking in persons, victim services).
  • Experience in Financial Crimes, Illicit Finance & Counterterrorism (e.g., financial crimes investigations, AML/CFT, counterterrorism financing, Egmont Group/FIUs, sanctions, disruption of illicit economies, transnational criminal organization disruption).
  • Experience in Law Enforcement Professionalization & Institutional Reform (e.g., police professionalization, command/leadership development, strategic planning, competency-based training, train-the-trainer).
  • Experience in Prosecution & Justice Sector Strengthening (e.g., prosecutorial capacity development, legislative drafting, case management, judicial process reform, legal cooperation).
  • Experience in Cross-Cutting Expertise (e.g., intelligence analysis, anti-corruption, monitoring & evaluation, vetting compliance).

Responsibilities

  • Provide technical advice and assistance to strengthen host nation reforms in peace, justice, and security.
  • Support institutional development at multiple levels.
  • Design responsive and enduring solutions in collaboration with national counterparts, peers, and partners.
  • Potentially serve as short-term consultants or embedded advisors within host-nation institutions.
