About The Position

Pherson is seeking an Intelligence Analysis Subject Matter Expert (SME) to provide senior-level analytic leadership in support of the Department of Homeland Security’s (DHS) Nation State Threat Center (NSTC). The SME will guide complex all-source analytic efforts, shape product development, and ensure rigorous application of analytic standards across mission areas addressing nation state threats. This role advises on intelligence gaps and collection requirements, supports high-visibility briefings and executive-level deliverables, and contributes to engagement strategies and interagency coordination efforts. The SME will also provide mentorship and quality review to strengthen analytic rigor and mission impact. This position is contingent upon contract award.

Requirements

  • Five (5) years Intelligence Community (IC) experience desired; DHS intelligence analysis and production experience preferred.
  • Experience as a formally designated finished intelligence production reviewer for drafting all-source analytic products in an Intelligence Community entity desired; Experience reviewing and providing similar feedback at DHS Office of Intelligence and Analysis as highly desired.
  • Two (2) or more years’ experience working economic security issues related to, counterintelligence, supply chain vulnerabilities, illicit trade, emerging and disruptive technologies, or foreign investment.
  • Knowledge of the DHS I&A intelligence authorities, DHS component missions, and the role of I&A in supporting the DHS Intelligence Enterprise; overall I&A intelligence research, analysis, and production process.
  • Experience demonstrating knowledge of critical threats to US economic competitiveness and counterintelligence including, but are not limited to, supply chain vulnerabilities, illicit trade, foreign malign economic influence, emerging and disruptive technologies, foreign intelligence entities, non-traditional collection activities, and intellectual property theft.
  • An understanding of nation state political-economic analytic expertise conducive to foreign malign economy analysis.
  • Thorough knowledge of U.S. Intelligence Community Directives ICD 203 and ICD 206 and analytic tradecraft, experienced in research and applying analytic techniques and methodologies, has strong research and writing skills.
  • Bachelor’s degree or higher from an accredited institution with preferred concentrations in areas such as International Studies or Affairs, Economics, International Trade, Intelligence, Public Administration, Public Policy, American Government/Governance, or Law/Legal Studies.
  • Demonstrated experience applying critical thinking acumen displayed by the ability to analyze information, evaluate evidence, and make reasoned decisions or judgments. Skills required include logical reasoning, problem-solving, and the ability to assess situations objectively while maintaining awareness and avoidance of biases.
  • Possess excellent oral, writing, and coordination skills to communicate information clearly and concisely, under pressure and with tight deadlines that exceeds established analytical standards.
  • Experience working with Microsoft Office suite and DHS data systems.
  • TS/SCI, with DHS suitability
