About The Position

The Subject Matter Expert III provides operational analysis, program evaluation, and strategic advisory support to the Department of State's Office of the Chief of Protocol (S/CPR). This position supports the planning, assessment, and continuous improvement of protocol operations by analyzing organizational processes, evaluating program performance, developing executive-level reports and briefings, and recommending solutions that improve operational effectiveness. The Subject Matter Expert III serves as a trusted advisor to Government leadership by delivering data-driven insights that support informed decision-making and mission success.

Requirements

  • Demonstrated experience conducting operational analysis, process evaluations, and organizational performance assessments.
  • Experience collecting, analyzing, and interpreting complex operational data.
  • Experience preparing analytical reports, recommendations, and executive-level briefing materials.
  • Knowledge of process improvement methodologies, evaluation techniques, and analytical best practices.
  • Ability to identify operational challenges and recommend practical, data-driven solutions.
  • Strong analytical, organizational, and critical thinking skills.
  • Excellent written and verbal communication skills.
  • Ability to work independently while receiving general guidance from the Government Technical Monitor (GTM).
  • Proficiency with Microsoft Office Suite, including Excel and PowerPoint.
  • Must pass pre-employment qualifications required by the company.

  • Experience with analytical reporting tools and dashboard development is preferred.

Responsibilities

  • Collect, organize, and analyze operational data related to S/CPR programs, processes, and activities.
  • Evaluate operational procedures and workflows to identify efficiencies, risks, gaps, and opportunities for improvement.
  • Apply established modeling, assessment, and evaluation methodologies to measure operational effectiveness.
  • Develop analytical reports, dashboards, executive briefings, and other decision-support products.
  • Identify operational challenges and develop recommended solutions, alternatives, and implementation strategies.
  • Prepare reports outlining findings, prioritized recommendations, and potential courses of action.
  • Validate analytical models, methodologies, and evaluation results to ensure accuracy and reliability.
  • Support process improvement initiatives by documenting business requirements, assessing impacts, and recommending enhancements.
  • Conduct research and analysis related to protocol operations, administrative processes, resource utilization, and program performance.
  • Collaborate with S/CPR personnel, Department stakeholders, and mission partners to collect information and validate findings.
  • Support the development of executive-level briefings, decision papers, and analytical presentations.
  • Maintain awareness of S/CPR mission requirements and provide subject matter expertise to improve operational outcomes.
  • Perform other job-related duties as assigned by the Government Technical Monitor (GTM) or S/CPR leadership.
