Blake Willson Group (BWG) is seeking a highly experienced Financial Management SME to support the evaluation, modernization, and integration of federal financial management systems across several federal agencies. This position will analyze current system architectures, processes, interfaces, and data flows to support modernization of National Intelligence Program (NIP) funds flow and develop requirements and recommendations to address complex technology, counterintelligence, and cover-related challenges. The role is 100% onsite in Bethesda, MD, and requires an active TS/SCI Security Clearance with CI Polygraph. Requirements

Bachelor’s degree in Accounting, Finance, Business, or a related field.
7+ years of experience supporting DoW, IC, Treasury, and/or OMB financial management systems, including budget, accounting, financial management, or related systems.
3+ years of experience supporting federal appropriations, budget formulation and execution, financial management processes, and associated systems, policies, and data flows, including connections between IC budget processes and OMB, DoW, and Treasury.
3+ years of experience analyzing complex systems and business challenges, develop actionable recommendations, and communicate findings through executive-ready work products and presentations.
Must have an active TS/SCI Security Clearance with CI Polygraph.

Nice To Haves

Experience supporting National Intelligence Program (NIP) funds flow, IC budget processes, or related national security financial management activities.
Experience with financial management systems modernization, enterprise architecture, systems integration, requirements definition, process mapping, or interface analysis.
Experience working with federal financial management systems and processes across multiple government organizations or agencies.
Knowledge of system security, vulnerability requirements, counterintelligence considerations, or classified financial management environments.
Experience leading stakeholder engagements, requirements sessions, briefings, and presentations with government customers and senior leadership.
PMP, CPA, CISA, or CDFM certification are desired, but not required.

Responsibilities

Evaluate current system architectures, designs, processes, and interfaces across DoW, IC, Treasury, and OMB financial management and related systems to identify modernization opportunities and address complex mission requirements.
Collect and analyze information on existing systems supporting NIP funds flow, including budget, accounting, financial management, and related enterprise systems.
Map current system pathways, interfaces, processes, and data flows across DoW, IC, Treasury, and OMB environments and develop future-state pathways and interface designs.
Define and document system and business requirements associated with system updates, modernization initiatives, and changes to financial management processes.
Partner with financial management and counterintelligence stakeholders to document system security, vulnerability, and operational requirements.
Analyze federal appropriations, budget, and budget execution processes to identify dependencies, gaps, and opportunities for improved integration and modernization.
Develop recommendations and solutions for complex financial management systems and business process challenges and communicate findings through executive-ready briefings, presentations, and other deliverables.
Independently lead working sessions, stakeholder engagements, and presentations with government customers and senior stakeholders.
Support requirements development, process improvement, systems analysis, and modernization activities across the federal financial management environment.
