Job Summary The Subcontract Program Manager V leads and manages complex, high-value subcontracts for high-volume manufacturing programs in support of U.S. Government contracts. This is a hybrid on-site role, requiring physical presence at the facility two to three days a week. The role further requires a strong background in supplier performance management, cost and schedule control, and cross-functional coordination within a government contracting environment.

Requirements

Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, or related field.
Minimum 10 years of progressive experience in supply chain, procurement, program management, or engineering within a U.S. Government contracting environment.
Demonstrated experience managing subcontracts under U.S. Government contracting regulations (FAR, DFARS, ITAR).
Proven success in negotiating complex government subcontracts and managing supplier performance.
Proficiency in Earned Value Management (EVM) principles.
Extensive background in a high-volume defense manufacturing environment is essential.
U.S. Citizenship required.
Ability to obtain and maintain a U.S. Government Secret (or higher) Security Clearance.

Nice To Haves

Professional certifications such as CPCM, CFCM, or PMP , preferred.
Experience with Cost Accounting Standards (CAS), preferred.
Proficiency with ERP/MRP systems such as SAP or Oracle, preferred.
Experience using Microsoft Project, preferred.

Responsibilities

Strategic Oversight : Lead the end-to-end subcontracting process, from sourcing and request for proposal (RFP) activities to negotiation, award, and closeout.
Compliance Management : Ensure strict adherence to FAR/DFARS, ITAR, and company policies throughout the subcontract lifecycle.
Supplier Performance : Serve as the primary interface with suppliers to monitor technical performance, quality, cost, and schedule metrics.
Cross-Functional Coordination : Align subcontract deliverables with program objectives by collaborating with engineering, quality assurance, and operations teams.
Financial & Schedule Control : Manage budgets and monitor Earned Value Management (EVM) data to ensure program milestones are achieved within cost constraints.
