Manage the program to ensure fulfillment of contractual obligations including cost, quality and schedules. Responsible for the contract execution. Direct the work of personnel; oversee procurement and management of project supplies, parts, and equipment; resolve contractual issues; ensure compliance with environmental, safety, and security requirements; provide all required reports to the Customer and Corporate headquarters. Coordinate the activities of subcontractors and vendors; meet with and report progress to the Government technical representative or Contracting Officer’s Representative (COR). Serve as the primary contact for the Customer. Oversee all contract functions, ensuring contract compliance with safety, security, and labor reporting. Participate in negotiation of contract and contract changes. Oversee development and execution of task orders. Lead program review sessions. Develop new business for the Customer. Establish milestones and monitors adherence to master plans and schedules. Identify program problems and obtain solutions, such as reallocation of resources to meet changing requirements. Responsible for coordinating employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions. Coordinate and approve local operating policies and procedures, and personnel actions within the generalized framework of overall corporate guidelines. Manage efficient utilization of human resources assignment, performance, morale and overall welfare.
