About The Position

As the P224 Subcontract Program Manager (SPM), you will manage and be responsible for all supplier cost, schedule, and technical performance, as well as the functional management and career growth of your team. You will also serve as the Deputy SPM Manager for Global Security, reporting to the Sr. Manager. This role offers a clear career path for both you and your team upon successful delivery of results for P224, your program, and related efforts. Day-to-day, you will lead the P224 subcontract portfolio, ensuring that every aspect of subcontract management, from request for proposal (RFP) to delivery, aligns with program objectives. You will delegate, guide, and provide numerous opportunities for your team to present to program leadership, enabling them to take ownership. Your leadership will drive collaboration between SPMs, SCMs, SCAs, Engineering, specialties, and suppliers to ensure compliant execution within cost and schedule constraints.

Requirements

  • 8+ years experience in Subcontract Management, Program Management, or a technical field such as engineering or production.
  • Supply Chain Professionals: Experience in management of >$20M subcontractors and experience in negotiation of >$100M subcontractors, AND/OR, Technical Professionals: Experience in the development, production, or maintenance of space hardware valued > $20M.
  • Must be willing and able to travel to suppliers on short notice. Travel is primarily domestic, but could be international. Travel is expected to be minimal, e.g., for monthly 1-day PMRs—but could surge to 50-75% Mon-Fri if supplier performance falters. As the responsible SPM, the ability to represent LM on-site at a supplier is required.
  • Have tangible examples of customer commendation/recognition for your impact and your team’s impact on our missions and key strategic priorities.
  • You will need to be a US Citizen, and currently possess and be able to maintain a US TOP SECRET/SCI clearance, to support this government contract, as well as successfully pass a drug and background check, in order to meet eligibility requirements for access to classified information.

  • Experience scaling a concept (engineering) or operation (manufacturing/production) from prototype to production as well as contributing to sustainment strategy.
  • Understands, inspires, and coaches the team to make more effective decisions in within a cross functional, and accountable, environment.
  • Communicates at all levels both internally and externally with impact (including as high as LM and Supplier Program Management Team, with occasional Executive and End customer interaction).
  • At a minimum successfully manages a portfolio of Complexity level 2&3, with occasional Complexity level 1 suppliers, with significant NRE >50% or higher risk, including Fixed Price and Cost Type Contract Structures.
  • Implements and leads strategic initiatives within global supply chain.
  • Engineering Professionals: Experience as a Certified Principal Engineer or Responsible Subsystem Engineer.
  • Engineering Professionals: Deep understanding of requirements language, flowdowns, and mission assurance.
  • Supply Chain Professionals: Experience with Commercial Acquisition Procedures (CAP) and Lockheed Martin Acquisition Policies (LMAP).
  • Supply Chain Professionals: Experienced with the Truth in Negotiation Act (TINA).
  • Legal contracts subject matter expert (SME).
  • Experience as Cost Account Manager (CAM).

Responsibilities

  • Lead the P224 Subcontract team to develop and maintain a consistent business rhythm, ensuring that cost, schedule, and technical objectives are met.
  • Provide guidance, support, and resources to ensure the successful achievement of your team’s short- and long-term career goals.
  • Oversee the end-to-end subcontracting process, including RFP activities, negotiations, awards, and performance management.
  • Ensure subcontractor performance aligns with program specifications, including cost, schedule, quality, and earned value requirements.
  • Lead programmatic and technical meetings with subcontractors and internal engineering teams, fostering clear communication and accountability.
  • Identify, forecast, and resolve issues impacting subcontractor performance, ensuring continuous progress and delivery.
