About The Position

The Subcontract Administrator is a critical member of Voyager Technologies’ Supply Chain organization, responsible for the full lifecycle administration of subcontracts supporting our space, defense, and national security programs. This individual serves as the primary interface between program management and external suppliers, ensuring subcontracts are awarded and executed in compliance with FAR/DFARS, prime contract requirements, and CPSR standards. The position reports to the Manager, Supply Chain and is based in San Diego, CA.

Requirements

  • Bachelor’s degree in Business Administration, Supply Chain, Contracts Management, or related field; or equivalent combination of education and experience.
  • Minimum 5 years of subcontracts or contracts administration experience in a U.S. government contracting environment.
  • Working knowledge of FAR, DFARS, CPSR, DCMA, and DCAA requirements and their application to subcontract administration.
  • Experience drafting subcontract terms and conditions, SOWs, RFQs, and other contractually binding documents.
  • Proficiency with NetSuite and E2 JobBoss; experience with comparable ERP/procurement management systems a plus.
  • Demonstrated ability to perform cost/price analysis and ensure pricing reasonableness in accordance with regulatory requirements.
  • Strong written and verbal communication skills; able to coordinate effectively across cross-functional teams and with external suppliers.
  • Active U.S. security clearance or the ability to obtain one.
  • Must be eligible to work in the United States; this position requires access to export-controlled information.
  • Travel up to 10%, with the possibility of occasional overnights.

Nice To Haves

  • Prior experience in aerospace or space systems programs.
  • Familiarity with NAVSEA specifications, ITAR/EAR, and export-controlled program environments.
  • Experience supporting CPSR audits and DCAA/DCMA reviews.
  • NCMA certification (CFCM, CPCM, or CCCM) or equivalent professional credential.
  • Proficiency with NetSuite, E2, and supplier management tools.

Responsibilities

  • Develop, prepare, and administer subcontracts, task orders, purchase orders, and modifications in compliance with FAR, DFARS, CPSR, DCMA, and DCAA requirements.
  • Prepare and issue Requests for Quote (RFQs), perform cost/price analysis, and support source selection evaluations for competitive and sole-source awards.
  • Identify and flow down applicable prime contract clauses, terms and conditions, export control requirements, and regulatory requirements to subcontractors.
  • Build and maintain CPSR-compliant subcontract file documentation, including price analysis, justification packages, and source selection records.
  • Serve as the primary interface between Program Management, Finance, Compliance, and external subcontractors, ensuring program requirements and expectations are met.
  • Monitor subcontractor compliance with certifications, insurance, and applicable terms and conditions required to maintain approved vendor status.
  • Process subcontract awards, modifications, and purchase orders and ensure all pertinent documentation in CQ (internal database).
  • Support proposal efforts including preparation of subcontract cost inputs, small business subcontracting plans, and written narratives related to subcontractor requirements.
  • Coordinate with Billing to resolve invoicing issues and support timely cash receipt.
  • Perform subcontract closeout actions, complete file documentation, and transfer files in accordance with established procedures.
  • Onboard new consultants and contract labor, including coordination of required documentation, system access, compliance certifications, and orientation to Voyager subcontract processes and expectations.
  • Manage ongoing consultant relationships, monitoring performance, tracking deliverables, processing modifications, and ensuring continued compliance with subcontract terms.
