About The Position

Coordinate the daily operations of the City’s Streets and Stormwater Divisions by planning, directing, and overseeing the maintenance, repair, and improvement of the City’s streets, stormwater collection system, City’s right of way and signage. Ensure safe, efficient and reliable operations that support public safety, regulatory compliance, and the delivery of high-quality services to residents and visitors.

Requirements

  • Associate degree in Construction Management, Public Administration, Business Administration, or a closely related field, or five (5) years’ experience in construction industry, or Public Works field operations and municipal infrastructure maintenance, to include supervisory experience.
  • Four (4) years supervisory experience.
  • Valid Class B Commercial Driver License (CDL) with Air Brake and Tanker endorsements or proof of completion of written portion (valid permit) of Class B CDL.
  • Must obtain Florida CDL with Air Brake and Tanker endorsements within ninety (90) days of employment.
  • Valid Class E driver license.
  • Must obtain State of Florida Driver license within thirty (30) days of employment.

Nice To Haves

  • Bachelor’s degree in construction management, Civil Engineering, Public Administration, Business Administration, or a closely related field.
  • Experience with installation of storm drainage pipes.
  • Experience with asphalt and concrete maintenance and repair.
  • Experience with gasoline/diesel engines and pumps.
  • IMSA Level I Signs and Marking Certification. (Must obtain within one (1) year of employment.)
  • Advanced Temporary Traffic Control (TTC) Certification (Must obtain within one year of employment).
  • Completion of FMCSA Supervisor training and testing process. Must complete within thirty (30) days of employment.
  • Willingness to adopt AI and emerging technologies.

Responsibilities

  • Oversee the repair and maintenance of the City’s stormwater system, including minor pump stations.
  • Leads and manages stormwater projects from planning and design through construction and completion including oversight of budgets, contractors and timelines.
  • Maintain records of time, materials, equipment and other work records and make progress reports.
  • Read and work from plans, blueprints and sketches.
  • Manage Public Works yard to increase efficiency and safety and decrease pollution.
  • Assist in Division budget preparation and administration.
  • Order materials (concrete, grout, pipe, brick, etc.) for in-house repair projects.
  • Assume the duties of the Division Director when required.
  • Ensure citizen complaints and inquiries regarding drainage, street repairs and concrete repairs are addressed in a timely manner and related back to the citizens.
  • Assist Division Director with coordination of providing staff for special events.
  • Available for emergency call outs.
  • Perform additional duties, as assigned.
  • Coordinate with Fleet Division on vehicle/equipment maintenance, repairs and needs.
  • Facilitate NPDES inspection programs and provide documentation for annual reports to Compliance Coordinator.
  • Oversee contractors to ensure proper maintenance of retention ponds.
  • Communicate effectively, verbally and in writing, and follow oral and written instructions.
  • Supervise CDL Drivers.
  • In the event of an emergency, all employees are considered essential and may be required to perform duties outside of their normal job description.
  • Complete required trainings as specified within the City Comprehensive Emergency Management Plan.
  • Manage changing work priorities in a fast-paced environment; assist in resolving problems related to day-to-day operations.
  • Develop, recommend and implement operating policies, procedures and programs.
  • Assist with the recommendation of approval for hiring, termination, training, disciplinary and/or commendatory actions of assigned personnel.

Benefits

  • Permit holders will be hired at 5% less the minimum hiring range until license is obtained.
