About The Position

Under the direction of the Streets Foreman, the Streets Laborer performs manual, semi-skilled, and skilled work in the construction, maintenance, and repair of City streets, sidewalks, rights-of-way, traffic control devices, and stormwater infrastructure. Responsibilities include operating a variety of tools and equipment, performing snow and ice control, maintaining public rights-of-way, supporting street maintenance projects, and assisting with other Public Works operations. This position participates in an on-call rotation and works collaboratively to provide safe, reliable, and efficient services that enhance the quality of life for the North Liberty community. This position may be filled at the Streets Laborer I, II, or III classification level based on the selected candidate's qualifications, experience, certifications, and demonstrated skills. The scope of responsibilities, level of independence, and compensation will correspond to the classification level at which the candidate is hired.

Requirements

  • High school diploma or equivalent.
  • One (1) year of related work experience; municipal public works experience preferred.
  • Basic knowledge of construction practices and operation of light construction equipment preferred.
  • Basic computer skills, including email, word processing, and spreadsheets.
  • Must possess a valid Iowa driver's license and be able to obtain a valid Iowa Class A Commercial Driver's License (CDL) with air brake and tanker endorsements within six (6) months of employment.
  • A satisfactory driving record must be maintained throughout employment.
  • Subject to federal Department of Transportation drug and alcohol testing requirements.
  • Demonstrates initiative, a positive attitude, and the ability to work effectively as part of a team.
  • Three (3) years of related work experience; municipal public works experience preferred.
  • Working knowledge and experience operating construction and heavy equipment, including skid steers, tractors, dump trucks, backhoes, and similar equipment.
  • Working knowledge of email, word processing, spreadsheets, PDF documents, and digital maps.
  • Demonstrates sound judgment, initiative, and the ability to work independently while providing guidance to less experienced employees.
  • Five (5) years of progressively responsible experience in public works, street maintenance, construction, or a related field; municipal public works experience preferred.
  • Demonstrated proficiency operating a variety of construction and heavy equipment, including skid steers, tractors, dump trucks, backhoes, and similar equipment.
  • Proficient in the use of email, word processing, spreadsheets, PDF documents, and digital maps.
  • Demonstrates leadership, sound judgment, initiative, and the ability to train and mentor Streets Laborer I and II employees while promoting safe and efficient work practices.

Responsibilities

  • Dig, grade, clear, and backfill ditches, manholes, vaults, and excavations.
  • Remove broken concrete and perform minor repairs to sidewalks, curbs, and streets.
  • Shovel, spread, and compact asphalt; mix concrete and set forms for street and sidewalk projects.
  • Clean and maintain streets, sanitary sewers, and storm drainage systems.
  • Participate in snow and ice control operations, including extended hours, nights, weekends, and holidays as needed.
  • Load, unload, and transport materials, equipment, and supplies.
  • Mow rights-of-way and ditches; trim vegetation and remove weeds and brush.
  • Perform animal control duties.
  • Assist with the maintenance and repair of streets, water distribution, wastewater collection, and stormwater systems.
  • Assist with cemetery locates.
  • Participate in the department's on-call rotation and respond to after-hours emergencies.
  • Attend required safety meetings and training.
  • Perform other duties as assigned.
  • Operates a variety of construction and heavy equipment with minimal supervision.
  • Performs more complex maintenance and repair work on City infrastructure.
  • Provides day-to-day guidance and training to Streets Laborer I employees.
  • Assists with coordinating daily work assignments and ensuring work is completed safely and efficiently.
  • Performs advanced maintenance, construction, and repair activities requiring a high level of technical skill.
  • Provides leadership, training, and day-to-day oversight to Streets Laborer I and II employees.
  • Assists with planning, coordinating, and prioritizing daily work activities and field operations.
  • Serves as a resource for troubleshooting complex maintenance and operational issues.
