About The Position

The City of Kingman is seeking a Street Maintenance Operations Supervisor to lead key maintenance and construction projects within its Public Works team. This role involves planning, scheduling, and prioritizing daily tasks, mentoring a dedicated crew, and ensuring all work meets high-quality standards and deadlines. The ideal candidate is a natural leader with a strong background in public works or construction, adept at solving real-time field challenges, and committed to maintaining the community's roadways. This position serves as a vital link between City leadership and the crews maintaining street infrastructure.

Requirements

  • Graduation from a high school or GED.
  • Supplemented by coursework or training in construction and maintenance.
  • Three to five (3-5) years’ experience in construction and maintenance in the relevant field of the Public Works Division.
  • Two (2) years of supervising experience, with supervisory experience in the public sector preferred.
  • Valid Arizona Driver’s license appropriate for the type of equipment being operated.
  • Required to provide own hand tools.
  • Minimum of CDL – Class A; Endorsements as required by division.
  • Thorough knowledge of the principles and practices of construction and maintenance of City infrastructure, equipment, facilities, or fleet required in a comprehensive and progressive public works program.
  • Considerable knowledge of project and program management.
  • Knowledge of the principles and practices of Asset Management, and best practices evaluation principles for construction and maintenance programming and scheduling.
  • Knowledge of State and Federal laws governing the construction and maintenance activities including OSHA standards, and state and federal regulatory and compliance requirements.
  • Knowledge of policies, rules and regulations governing the safety programs and policies.
  • Knowledge of estimating, costing, ordering materials, and equipment scheduling.
  • Knowledge of plan review to determine materials, tools, equipment and sequence of work.
  • Knowledge of budget principles and practices.
  • Proficiency in Microsoft Office products and other relevant technologies.
  • Knowledge of capital improvement and fiscal short and long range planning.
  • Knowledge of leadership and management practices; and team building methods.
  • Ability to make appropriate decisions, verifying compliance with department policies, objectives and procedures, statutes, laws, rules, and regulations, and using initiative and independent judgment within established guidelines.
  • Ability to direct and coordinate construction and maintenance projects and programs for City infrastructure, equipment, facilities, or fleet.
  • Ability to develop and manage construction and maintenance plans, budgets, policies and procedures.
  • Ability to exercise participative management skills, high levels of negotiation, and the ability to reach consensus on complex issues to achieve organizational goals and objectives.
  • Independent judgment and decision-making abilities are necessary to apply technical skills effectively.

Nice To Haves

  • Supervisory experience in the public sector preferred.
  • May require other specialized licenses or certifications not listed below depending on assignment.
  • Based on assignment, may be required to participate and obtain NIMS (National Incident Management System) training certifications.
  • Traffic Control Supervisor certification is desired prior to interview. Successful applicants who do not have a current certification will be required to obtain one within 6 months of hire.

Responsibilities

  • Supervise, plan, and coordinate a team of employees, establishing deadlines, priorities, and work sequences.
  • Provide leadership and supervision to assigned employees, including participating in hiring and disciplinary decisions, providing or recommending employee development, and participating in employee performance management.
  • Train and instruct employees in the proper use, general cleaning, maintenance, and safety inspection of vehicles, equipment, and tools.
  • Source, plan, implement, and maintain a training matrix.
  • Confer with Project Manager for the planning, review, coordination, and implementation of projects.
  • Inspect and approve all phases of public and private construction jobs and projects.
  • Prepare cost projections for specific jobs and projects.
  • Read and interpret maps, specifications, drawings, and blueprints.
  • Coordinate and monitor programs and projects for the assigned area to establish and accomplish goals and objectives, track effectiveness, and ensure regulatory compliance.
  • Track, inspect, and document large-scale construction projects.
  • Requisition and maintain an inventory of supplies, tools, and equipment.
  • Advise on capital expenditures.
  • Maintain project and program plans and specifications.
  • Track, manage, and forecast the streets budget.
  • Prepare a variety of studies, reports, and related information for department management review.
  • Prepare and maintain work records and logs, work orders, maintenance and repair logs, vehicle inspection forms, and other documentation.
  • Oversee and participate in the maintenance and repair of the City’s streets, parking lots, curbs, gutters, sidewalks, driveways, washes, drainage systems, and handicap ramps.
  • Direct crews in setting forms and pouring concrete, installing or replacing traffic signs, laying out permanent pavement markings, performing traffic control activities, and overseeing the maintenance of street lights and traffic signals.
  • Coordinate and participate in operating and maintaining light to heavy equipment used in general street and drainage maintenance, such as street sweepers, sand trucks, patch trucks, service trucks, backhoes, cranes, bucket trucks, graders, loaders, dump trucks, and tractors.
  • Serve as a liaison with employees and external organizations.
  • Represent the City at various meetings, public events, training sessions, committees, and related events.
  • Maintain effective working relationships.
  • Provide professional advice to supervisors.
  • Make presentations to supervisors, boards, commissions, civic groups, and the general public.
  • Communicate official plans, policies, and procedures to staff and the general public.
  • Establish and maintain effective and supportive relationships by demonstrating courteous, professional, and cooperative behavior.
  • Promote the City’s goals and priorities in a positive manner.
  • Comply with all policies and procedures.
