About The Position

This position performs responsible, skilled work coordinating, leading, and participating in the daily operations of a field crew within the Street Maintenance Division. Responsibilities include a variety of roadway and infrastructure maintenance activities such as resurfacing, asphalt base repair, roadway patching and maintenance, Central Business District (CBD) maintenance, mowing operations, and concrete work. This role also supports seasonal and special operations including leaf collection, snow removal, and furniture market cleanup efforts. Work is performed under the regular supervision of the Street Maintenance Supervisor, with direct leadership and day-to-day guidance provided to a crew of up to twelve (12) employees.

Requirements

  • High School Diploma or GED equivalent.
  • Must be 21 years of age.
  • Minimum of two (2) years of experience in a lead role and/or supervisory capacity, with responsibility for directing semi-skilled and unskilled workers and motor equipment operators.
  • Minimum of two (2) years of experience operating heavy motorized equipment.
  • Minimum of two (2) years of experience in semi-skilled streets/roadways maintenance or construction work.
  • Minimum of two (2) years of experience maintaining inventory and using traffic control equipment.
  • Must possess a valid North Carolina CDL Class A driver’s license.
  • Must maintain a good driving and safety record.
  • Must be able to obtain Standard First Aid/CPR certification.
  • Knowledge of traffic laws, safety regulations, and safe work practices.
  • Comprehensive knowledge of methods, practices, equipment, tools, repair, construction, and maintenance of streets/roadways infrastructure.
  • Knowledge of occupational hazards and safety precautions related to roadway maintenance and equipment operation.
  • Skill in the use of tools and equipment associated with the trade.
  • Ability to read and understand as-built drawings, street location maps, and detailed reports.
  • Ability to complete required training courses related to streets/roadways construction and maintenance, safety, snow removal, storm debris cleanup, supervision, and related topics through APWA, ITRE, or similar agencies.
  • Ability to work on-call as required.
  • Ability to work in extreme weather conditions for extended periods.
  • Ability to communicate effectively in English, both verbally and in writing.
  • Ability to understand and follow oral and written instructions.
  • Ability to make sound decisions and exercise good judgment in a supervisory role.
  • Basic mathematical ability to calculate quantities of materials needed for assignments.
  • Ability to communicate clearly during emergency situations, including use of two-way radios.

Responsibilities

  • Leads and participates in the completion of daily assignments in the work of unskilled and semi-skilled workers in the basic resurfacing, repair, maintenance, patching of roadways maintained by the City, mowing operations including the use of herbicides, concrete/masonry operations including but not limited to sidewalk, curb/gutter, and other varied masonry projects
  • Performs and assists in performing maintenance, repair, installation and/or construction tasks
  • Performs related work with Central Business District (CBD) cleanup and maintenance activities
  • Reviews job/project requirements and detailed instructions from supervisor
  • Prepares complete daily work reports with details of actual work performed
  • Trains and provides direction to subordinates
  • Completes written draft of performance evaluations for staff and reviews with Supervisor.
  • Provides guidance and supervision of Motor Equipment Operators I, II, III and brick mason.
  • Trains Motor Equipment Operators in the operation of equipment.
  • Operates heavy vehicles requiring commercial driver’s license (CDL), road tractor and tanker, lowboys, heavy front-end loaders, trackhoe, large dozers, and tandem 10 yd. dump truck, backhoes, etc., to perform maintenance activities on streets/roadways as necessary and to transport other employees, materials and supplies to work sites.
  • Oversees and assists in the maintenance and cleaning of assigned equipment, buildings, etc.
  • Must be able to coordinate and deal with the public and citizens.
  • Uses hand tools, including but not limited to hoes, shovels, rakes and other tools needed to perform various types of manual labor.
  • Supervises crews for the collection of leaves, snow and storm debris removal.
  • Employee will be assigned to the Snow & Ice Control Program and must be available to work during winter weather events including serving as a Quad Leader responsible for overseeing employees, trucks, and assigned routes to ensure operations are completed as necessary.
  • This position also requires the ability to assist with minor equipment repairs and safely operate snowplow trucks and/or brine trucks.
  • Coordinates paving and/or patching operations
  • Ensures crew is following proper traffic control practices as established by MUTCD and the City Safety Standards and Policies.
  • Ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies.
