About The Position

The NYC Department of Environmental Protection (DEP) is seeking an Associate Project Manager, level 3, to serve as the Streams Basin Supervisor within the Stream Management Program (SMP). This role is part of the Watershed Agricultural, Forestry and Streams (WAFS) division, within the Source Water Protection directorate, and is located in Arkville, New York. The Supervisor will manage and oversee all aspects of the SMP to implement the City’s Long-Term Watershed Protection Strategy and ensure compliance with the City’s Filtration Avoidance Determination (FAD). The SMP Basin Supervisor leads a team of 4 professionals who work with local counterparts to design and implement stream-related projects within each reservoir basin in the West of the Hudson watershed.

Requirements

  • One year of full-time satisfactory experience in supervising employees performing project management work (planning, administering, managing, coordinating, or expediting) on engineering, architectural, or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more.
  • Either: A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, AND one year of full-time satisfactory experience in project management work for engineering/architectural/landscape architectural projects.
  • OR: A four-year high school diploma or equivalent AND five years of experience in project management work as described above.
  • OR: A four-year high school diploma or equivalent plus any combination of college education and/or experience described above to equal five years of education and experience. (Specific equivalencies for education/experience are detailed in the full qualifications).
  • In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project.

Nice To Haves

  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook, Teams, etc.) and Adobe Acrobat (advanced PDF assembly).
  • Working knowledge of Geographic Information Systems (GIS) and related software (ArcGIS).
  • Education and professional work experience relating to water resources, drinking water quality, stream processes and ecological function, natural resource management, land use planning, communications, contract management, project management, budget oversight, and City procurement.
  • Ability to convey technical information effectively to a non-technical audience.
  • Ability to work with partners/stakeholders and lead interdisciplinary teams.
  • Expertise/knowledge of stream ecosystems and stream restoration principles.

Responsibilities

  • Supervise and provide leadership and guidance to four direct reports across two office locations (Arkville and Kingston), supporting team building, conducting annual performance reviews, timekeeping, and succession planning.
  • Assist with the negotiation, drafting, and oversight/management of over a half dozen DEP contracts funding various elements of the SMP.
  • Oversee, report on, and resolve contract management issues in the five major program contracts.
  • Temporarily serve as a reservoir basin scale project manager for one of four stream management teams, as needed for potential open positions.
  • Ensure timely delivery and consistency in record-keeping for key documents generated by the four basin programs, including Memoranda of Understanding, grant program eligibility, application forms, project landowner agreements, permits, project reporting, project designs, and Annual Action Plans. Report and resolve issues arising from these documents.
  • Ensure essential coordination meetings between SMP and Local Partner functional staff occur on time and that outcomes are shared program-wide, coordinating with other DEP staff as needed.
  • Ensure timely delivery of contract deliverables from SMP contract partners and update the DEP system (WaLIS) with relevant information.
  • Oversee the processing of contract partner payments and resolve disputes, escalating issues to the Section Chief as needed.
  • Assist in the development and implementation of project management tracking software for readily accessible updates on basin project and review status.
  • Ensure SMP project managers understand contract terms and comply with all bureau, agency, or city policies and directives related to contract management and budget oversight.
  • Foster and maintain excellent partner relations with county agencies and other local, State, and federal stakeholders involved in SMP implementation.
  • Coordinate and collaborate with other DEP work units to integrate SMP expertise and research with other bureau/agency efforts.
  • Support the leveraging of City funds with local, State, and federal matching grants.
  • Oversee and manage special projects, programs, or initiatives as requested or assigned.
  • Conduct public presentations to internal and external audiences as requested or assigned.
