The ideal candidate has a deep understanding of engineering, planning, design, environmental, and construction management services related to transportation infrastructure, transit systems, mobility programs, and complete streets initiatives, along with a proven track record leading and winning strategic pursuits as a prime consultant. This role is critical to strengthening BKF's reputation as a trusted leader in transportation and mobility solutions, helping expand our presence in the transportation market as a preferred partner for innovative and sustainable infrastructure projects.

Requirements

  • Bachelor's degree in Marketing, Business Administration, Communications, or a related field.
  • Minimum of 5 years in a Senior Marketing Coordinator/Specialist or Business Development role positioning for, leading, and successfully winning highly competitive prime proposals for transportation infrastructure projects.
  • Strong understanding of project types specific to the transportation market, with the ability to accurately interpret scopes of work and align opportunities with BKF's expertise and qualifications.
  • Demonstrated commitment to sustainable transportation, mobility improvements, transportation safety, climate resilience, and community impact, with a strong desire to continue learning and growing in these areas.
  • Excellent communication, presentation, and interpersonal skills.
  • Proven ability to work collaboratively in a team environment and manage multiple priorities.
  • Highly proficient in proposal management software, Adobe InDesign, and other relevant software.
  • Demonstrated success in leading and winning proposals in the Transportation Market Sector.
  • Strong understanding of SF330 submittals, non-standard submittals, DBE/SBE compliance forms and outreach procedures, and federal transportation procurement requirements.
  • Strong understanding of transportation infrastructure projects, including: Roadway and Highway Design, Transportation Planning and Traffic Engineering, Complete Streets and Active Transportation, Transit, Rail, and Multimodal Mobility, Bridges and Structures, Intelligent Transportation Systems (ITS), Aviation and Airport Infrastructure, Freight and Goods Movement

Responsibilities

  • Maintain knowledge of BKF's transportation experience, capabilities, clients, competitors, and teaming partners.
  • Lead strategic pursuit planning for major transportation opportunities and support business development efforts to expand market presence.
  • Monitor market trends, client priorities, funding opportunities, and competitive activity to inform pursuit strategies.
  • Build and maintain relationships with clients, industry partners, and key stakeholders.
  • Lead proposals, qualifications, interviews, and presentations from opportunity identification through award decision.
  • Conduct go/no-go assessments and develop win strategies, key messages, and pursuit plans.
  • Review RFP/RFQ requirements and ensure compliant, high-quality submittals.
  • Coordinate internal pursuit teams, facilitate kick-off meetings, and manage QA/QC reviews.
  • Lead interview preparation, strategy development, presentation creation, and coaching efforts.
  • Maintain pursuit data, project information, resumes, and marketing collateral within firm databases.
  • Develop and maintain best-practice resources, proposal content, and competitive intelligence.
  • Support continuous improvement efforts through lessons learned, debriefs, and pursuit performance analysis.
  • Mentor and train marketing and pursuit staff on proposal best practices.
  • Support DBE/SBE outreach and compliance requirements, as applicable.
  • Periodic travel and occasional flexible work hours may be required.
