About The Position

Under general supervision of the Assistant City Manager, the Strategic Projects Manager performs complex project management and administrative activities in support of highly sensitive, political, complex, and critical projects and priorities in the City Manager’s Office and the City’s Utilities. This position serves a key role in ensuring high-priority initiatives that impact the community are delivered by coordinating the work of the technical team, tracking timelines, due dates, commitments, and progress. Essential duties and responsibilities may include, but are not limited to, performing special projects at the request of the City Manager or their designee, attending and participating in meetings on behalf of the City Manager’s Office, regularly attending City Council meetings and making presentations before the Council, participating in project definition, scoping, and budget development process for all assigned projects, serving as project manager for critical water utility projects, coordinating the work of a multi-department technical team, managing contractual timelines and tracking and reporting the critical path for project success, coordinating with other City departments and external consultants on project execution, conducting research, providing data, making recommendations, and implementing solutions to achieve strategic goals and objectives, including process improvement, assisting with the development of a communication strategy on water projects and initiatives, and preparing and delivering presentations to elected officials, state agencies, and the public. The position also coordinates with other governmental agencies on policies and joint efforts.

Requirements

  • Bachelor's Degree from an accredited institution with coursework in public administration, finance, business administration, organizational leadership, urban planning, or engineering.
  • Seven (7) years of increasingly responsible experience managing complex projects and working with diverse technical employees and consulting teams.
  • Experience working with intergovernmental partners at the local, state and federal level.
  • Knowledge of: Project management principles, Administrative and management practices, Research techniques, methods, and procedures, Presentation requirements and methods of communication to the public, Municipal finance and debt, Municipal water projects, Public administration practices and local government issues.
  • Skills in: Establishing and maintaining effective professional relationships, Handling multiple tasks and priorities simultaneously, Communicating clearly and effectively, both written and verbally; ability to explain complex industry concepts in non-technical terms, Analyzing problems and identifying alternative solutions, Using independent judgement to solve problems, Interpreting and applying Federal, State and local policies, procedures, laws, and regulations, Establishing and maintaining effective working relationships with employees, management and the general public.
  • Valid Class "C" Texas driver’s license required. Out-of-state license holders must have a valid license and provide a three-year driving history.

Nice To Haves

  • Master's Degree or equivalent from an accredited institution with coursework in public administration, business administration, organizational leadership, urban planning, or engineering, which may substitute for two (2) years of related experience.
