About The Position

The Bureau of Public Health Clinics (BPHC) mission is to promote a healthy community by providing New Yorkers with the resources needed to make informed and empowered health decisions; identify and treat tuberculosis and provide immunization and sexual health services regardless of ability to pay or immigration status. To achieve its mission, the BPHC provides direct clinic services to people seeking health care; monitors disease trends; provides education and training to service providers and community groups; conducts research; and develops policies and programs to deliver high quality clinical care which best serve New Yorkers. The BPHC is seeking to hire a Strategic Planning & Response Readiness Manager. This position will be working closely with the Director of Community Workforce Engagement.

Requirements

  • A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above.
  • Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Responsibilities

  • Lead planning and execution of transformation initiatives aligned with the Bureau's five-year strategic plan, ensuring clear timelines, deliverables, and accountability across workstreams.
  • Establish and oversee a structured project management framework, including project charters, initiative ownership, milestones, and performance tracking.
  • Coordinate cross functional collaboration across clinical, operational, financial, and IT teams to ensure strategic initiatives are implemented effectively.
  • Monitor implementation progress, identify risks or barriers, and develop mitigation strategies to keep projects on track and aligned with bureau priorities.
  • Facilitate regular project governance and status meetings to maintain transparency, accountability, and clear communication with leadership and staff.
  • Partner with the Data Analyst to define key performance indicators, monitor progress, and produce dashboards and executive summaries to inform leadership decision making.
  • Collaborate with the Finance Analyst to monitor project budgets, track resource allocation, and support financial sustainability of transformation initiatives.
  • Advance process improvement and change management efforts to support adoption of new workflows, care delivery models, and operational improvements across clinics.
  • Conduct program assessments, to monitor program progress and redirect program activities and resources to maximize effectiveness.
  • Identify new service integration projects, identify project partners, set timelines, draft project goals and objectives, coordinate meetings related to new projects.
  • Support coordination to develop and operationalized emergency preparedness across the bureau and agency.
  • Liaise with bureau and division with day-to-day activities and project management of the prioritized projects.
  • Evaluate literature reviews to identify disproportions in clinical services within underserved communities.
  • Assist with grant proposals and potential research opportunities.
  • Participate in agency meetings and interagency projects and initiatives as assigned.
