About The Position

Apogee Solutions, a Woman-Owned Small Business, is seeking a full-time Force Management Strategic Planner to support the Army National Guard (ARNG) Force Generation (FG) Division at Temple Army National Guard Readiness Center (TARC), Arlington Hall Station, Arlington, VA. Qualified candidates must have a SECRET clearance. This is an on-site position. The ARNG FG Division is responsible for data management within Army systems of record, the Army Synchronization Tool (AST), operational readiness analysis, organizational assessments, and technical support for over 4,900 ARNG units within the 54 States and Territories. Apogee Solutions supports the Force Management (FM) process through reviews, studies, analysis, assessments, and functional expertise, encompassing conceptual development, capabilities requirements generation, Force Development, Organizational Development, Force Integration Functions, and Force Accounting of resources within the Department of Defense. The primary objective of this effort is to ensure the integrity, accuracy, and currency of the AST regarding training events, exercises, sourcing notifications, and scheduled deployments. This support enables the ARNG to maintain continuous visibility into unit readiness, effectively plan the Global Force Management Allocation Plan (GFMAP), and develop a data-driven ARNG readiness strategy. The Force Management Strategic Planner must have expertise with the documents and processes encompassed by the Joint Strategic Planning System (JSPS), to include the review and development of strategic documents, review of plans, global force management (GFM), and Joint Force Design, Development and Experimentation. The analyst will participate in analysis and formulation of advice and assist in preparation and presentation of reports, briefings, and project deliverables. The Force Management Strategic Planner will provide advisory data and analytical reporting to assist Government decision-makers in planning and executing the GFMAP and the ARNG readiness strategy.

Requirements

U.S. Citizen with a DOD SECRET clearance
Minimum of a Bachelor’s degree in Business, Economics, Mathematics, or related field of study
Five years of Army strategy related experience and knowledge including Senior Service College level of knowledge of National, DoD, and Army strategic processes working across the entire ARNG Force Management process
Experience in developing, coordinating and reviewing National, DoD, and Army strategic guidance and direction
Knowledge of both the Operational and Institutional Army and ARNG, including knowledge of Army institutional processes, organizations, and systems for change management
Ability to synthesize the functions and relationships of DoD, Joint, and Army Headquarters organizations, systems, and processes for developing and sustaining trained and ready forces
Functional knowledge of Army institutional processes and organizations for developing, assessing, integrating and sustaining new capabilities for the future force with an emphasis on Force 2027 & Beyond efforts
Functional knowledge of the ARNG to include Component 2 (COMPO 2) and command and staff processes
In depth knowledge of the roles, missions, functions and policies of the Department of Defense and of other Service components
Knowledge of the relationship between ARNG, Army, Joint, and DoD institutional processes
Experience in leading, reviewing and participating in strategic level studies affecting future military forces; experience in supporting and working collaboratively with senior level leaders and managers at the Department and Headquarters levels
Army level (OPTs, Project, and Program management); broad experience in building teams and leading organizations to achieve strategic ends (strategic document development, implementation planning, etc.); experience in managing large, complex projects or programs for transitioning large organizations; experience in using Army and Joint processes for developing strategic concepts, policies and plans (operational and/or institutional) (Total Army Plan, OSD policy development, JOPES)
Proficiency in DOD tasking systems such as CATMS and ETMS2
Advanced proficiency with groupware applications (e.g., SharePoint, MS Teams) and the Microsoft Office Suite (e.g., Excel, Word, PowerPoint., etc.), especially Microsoft Excel
Ability to work independently, under tight deadlines at times
Exceptional written and verbal communication skills
Strong organizational skills
High degree of interpersonal competence and initiative to work with a variety of personalities

Responsibilities

Provide suggested complex ARNG-FG strategic directives including Large Scale Mobilization Operations – Planning Guidance (LSMO-PG), Execution Orders (EXORDs), and Fragmentary Orders (FRAGORDs) for Contingency Response Forces (CRF), Mobilization Support Forces (MSF), and Mobilization Exercises (MOBEX).
Provide analytical support for the ARNG senior leader’s approval process including developing executive-level presentations, decision briefs, and supplemental guidance documents required to publish strategic directives.
Provide subject-matter analysis at large-scale mobilization forums, Operational Planning Teams, and Commanders Update Briefs (CUBs) hosted by mobilization enterprise partners (e.g., Headquarters Department of the Army, U.S. Army Western Hemisphere Command, First Army, Army Materiel Command, U.S. Northern Command).
Actively participate in and evaluate outcomes from high-level governance forums, including the Army Campaign Plan (ACP), Army Synchronization Meetings (ASM/ASM-G), and G3/5/7 Councils of Colonels, ensuring ARNG operations align with broader Army strategy.
Evaluate and provide actionable feedback on state-submitted Installation Deployment Support Plans (IDSP) and Unit Movement Plans (UMP), managing the master tracking databases to ensure logistical readiness.
Support ARNG engagement and participation in the review and development of strategic documents, plans, GFM products, concepts, wargames, and analysis; assess equities and implications for ARNG forces, capabilities, and resourcing.
Support developing and responding to formal staffing actions via Enterprise Task Management Software Solution (ETMS2).
Assist in developing, staffing, and finalizing NGB senior leader correspondence and written military advice using the Correspondence and Task Management System (CATMS).
Synthesize operational readiness data to conduct status analysis and prepare comprehensive briefing materials for required Contingency Response Force Deep Dive engagements.
Provide data analysis and operational context to support strategic studies executed by external entities (e.g., Center for Army Analysis).
Execute comprehensive project management for mobilization events hosted by ARNG-FG (e.g., IDSP, Large Scale Mobilization Operations seminars, Table-Top Exercises), including coordinating logistical planning, drafting scenario development materials, and facilitating event execution.
Analyze, research, and resolve complex Requests for Information (RFI) from states, territories, and enterprise partners, tracking status and resolution metrics.
Apply advanced knowledge of strategic documents, the ARNG Minuteman Campaign Plan (MCP), and NGB Joint Staff initiatives to ensure all plans and recommendations strictly align with current national strategic guidance.
Conduct rigorous critical reviews of mobilization enterprise documents submitted via ETMS2 or internal channels, developing consolidated edits and recommendations for formal government response.
Possess expert-level proficiency in doctrine, including the National Defense Strategy, National Military Strategy, National Security Strategy, Strategic Planning Guidance, The Army Plan, National Mobilization Plan, National Response Framework, Joint Strategic Capabilities Plan, and Defense Planning Guidance, applying this knowledge to all analytical deliverables.
Develop and continuously update notional ARNG mobilization timelines and Time Phased Force Deployment Data (TPFDD) for early deploying and homeland response units, ensuring accurate capture of ARNG requirements for Large Scale Combat Operations (LSCO).
Develop and deliver continuity training for newly assigned Force Utilization and Plans (FUP) Branch personnel, providing complex programmatic processes, structural workflows, and shared data environments.
