About The Position

AlphaGov is seeking a Strategic Planning Consultant to lead development of a multi-year strategic plan for a water and wastewater utility. The consultant will facilitate planning sessions, assess organizational priorities, and prepare an actionable plan connecting long-term goals with day-to-day execution. The engagement requires guiding productive discussions with utility leaders and staff, resolving competing priorities, and turning discussions into clear decisions, responsibilities, and measurable objectives. The consultant will review existing plans and organizational, operational, and financial information; interview leadership and stakeholders; facilitate workshops; establish priorities; write the strategic plan; develop an implementation roadmap; and present and finalize the deliverables based on feedback.

Requirements

• Direct experience leading strategic planning engagements for water or wastewater utilities.
• Strong facilitation skills, including experience building agreement among stakeholders with different priorities.
• Understanding of the operational, infrastructure, financial, and workforce challenges facing public utilities.
• Ability to translate stakeholder input and supporting evidence into a clear, practical written plan.
• Experience developing implementation roadmaps and performance measures that utility staff can maintain.

Nice To Haves

• Experience presenting strategic plans to utility boards, city councils, or other governing bodies.

Responsibilities

• Review existing plans, organizational information, performance measures, and relevant operational and financial documents.
• Interview utility leadership and key stakeholders to understand challenges, priorities, and service expectations.
• Design and facilitate strategic planning workshops with leadership, staff, and governing officials as appropriate.
• Help establish priorities across service reliability, infrastructure investment, financial sustainability, workforce capacity, and customer service.
• Write the strategic plan, including goals, objectives, initiatives, and performance measures.
• Develop an implementation roadmap with assigned responsibilities, timelines, and a process for tracking progress.
• Present the plan and incorporate feedback into the final deliverables.
