Strategic Initiatives and Government Operations Manager

Crusoe•Denver, CO
•$110,000 - $135,000

About The Position

Crusoe is hiring a Strategic Initiatives and Government Operations Manager to help translate policy, regulatory, and community realities into business decisions. The role works directly with the Senior Manager of Strategic Initiatives and the VP of Government Affairs in the Chief Strategy Officer’s organization, partnering with commercial, energy, development, finance, and sustainability teams. It supports Crusoe’s growth by helping the company understand the local conditions that influence permitting, entitlements, interconnection, incentives, tax policy, workforce programs, community trust, and project economics. The role has two core functions: scoping, analyzing, and executing strategic initiatives, and enabling Government Affairs operations through cross-functional workflows, reporting, intelligence products, and AI-supported processes. The work includes quantitative and qualitative analysis, initiative execution, and turning ambiguous questions into structured plans and recommendations for leadership. Success means helping Crusoe select and win the right projects, make better decisions, and build a profitable business that creates value for the communities it serves. The position is fast-paced and ambiguous, requiring strong communication, prioritization, analytical rigor, organization, and pragmatic execution. It involves 25–50% variable travel to Crusoe locations.

Requirements

  • 2 to 5 years of experience in strategy or management consulting, government relations or public affairs, policy analysis, corporate strategy, market research, project finance, energy or infrastructure development, or a similarly analytical environment; a strong body of independent work may substitute.
  • Strong Excel skills, including the ability to build clean, well-structured models and trackers and explain one you have built.
  • Fluency in Google Workspace and Microsoft Office, including Docs, Sheets, Slides, Word, Excel, and PowerPoint.
  • Hands-on fluency with AI tools such as Claude, ChatGPT, or Gemini for research, analysis, and drafting; ability to guide tools, interpret outputs, identify errors, and demonstrate a workflow built or improved with them.
  • Strong written and verbal communication, including conclusion-first writing and the ability to brief senior executives, technical teams, and external stakeholders clearly.
  • Commercial judgment and ability to reason about customers, costs, incentives, business models, and unit economics, and quickly learn unfamiliar markets, jurisdictions, or policy areas.
  • Operational rigor, including experience building processes, trackers, or reporting relied on by others and maintaining their accuracy over time.
  • Analytical rigor, including evaluating sources, checking calculations, distinguishing facts from assumptions, and defending reasoning.
  • Comfort with ambiguity and ability to determine priorities in a fast-paced environment without waiting for a fully defined brief.
  • Ability to manage competing initiatives and requests, make trade-offs, and communicate priorities.
  • Structured thinking and ability to turn complex problems into clear questions, options, and next steps.
  • Pragmatic execution, balancing thorough analysis with timely action and knowing when an answer is sufficient to proceed.
  • Executive presence and comfort presenting to senior leaders and pushing back when evidence supports it.
  • Sound judgment in distinguishing important issues from merely interesting ones and using AI and other tools thoughtfully.
  • Connector mindset and ability to build bridges across teams and understand cross-functional impacts.
  • Interest in social and environmental impact and belief that it can strengthen a profitable business.
  • Collaboration and discretion when working with technical, commercial, and external stakeholders and handling sensitive information.
  • Ownership and follow-through across multiple workstreams.
  • Low-ego, team-based approach and willingness to take on challenges beyond the stated job description.
  • Ability to travel 25–50% to Crusoe locations.

Nice To Haves

  • Experience in government relations, public policy, or regulatory affairs, especially in energy, utilities, land use, or economic development.
  • Exposure to AI compute, data centers, power and energy markets, or infrastructure development.
  • International policy or market experience.
  • Experience with community engagement, ESG or sustainability programs, or impact measurement.
  • Experience building dashboards, automations, or AI agents; Python, SQL, or AI coding tools are a plus.

Responsibilities

  • Scope and frame high-priority strategic initiatives from initial hypothesis through execution and handoff to a permanent owner.
  • Analyze government, regulatory, and community factors affecting markets, campuses, facilities, and initiatives, including permitting, entitlements, interconnection, incentives, tax policy, housing, environment, and workforce programs across states and countries.
  • Translate government, regulatory, and community factors into commercial implications, including site economics, timelines, incentive value, risk, and competitive differentiation.
  • Build models and scenario analyses to size opportunities, compare jurisdictions or programs, and test assumptions behind strategic decisions.
  • Prepare recommendation-led memos and presentations for the VP of Government Affairs and the President & CSO’s organization, presenting evidence and key uncertainties.
  • Help shape a profitable and differentiated business model, including the commercial value of energy-first and sustainable development, community benefits, and environmental performance.
  • Design and operate cross-functional workflows connecting Government Affairs with commercial, energy, development, finance, and sustainability teams.
  • Build and maintain trackers and datasets covering jurisdictions, regulations, programs, stakeholders, commitments, and milestones.
  • Create recurring internal reports and intelligence products that identify important policy and community developments.
  • Prepare briefing materials, talking points, presentations, and background memos for meetings with officials, utilities, community leaders, and partners.
  • Coordinate engagement operations, including timelines, deliverables, community commitments, and follow-through.
  • Help define, measure, and report Crusoe’s social, economic, and environmental value, including local jobs, tax base, grid support, and emissions outcomes.
  • Identify opportunities to apply AI to Government Affairs work and build related workflows, templates, and tools.
  • Use AI for research, policy monitoring, drafting, and synthesis; verify outputs against primary sources and assess their limitations.
  • Document and train teammates on AI workflows to support adoption and reuse.
  • Turn recurring research and intelligence needs into repeatable workflows using AI research tools, agents, APIs, data sources, and light scripting.
  • Build systems to monitor markets and companies at scale beyond what manual research can support.
  • Design trustworthy AI workflows that preserve traceability to primary sources, test accuracy, and account for likely failure modes.
  • Build tools that augment human judgment and preserve clear ownership of conclusions and recommendations.
  • Share and improve reusable workflows across the Government Affairs team.
