About The Position

Under the general supervision of the Deputy City Manager, the Strategic Initiative Project Manager plays a key role in advancing the City’s citywide Strategic Plan, performance management framework, and high-priority strategic initiatives. This position provides complex project management, grants and advocacy support, and cross-departmental collaboration to ensure alignment with organizational goals and community priorities. The incumbent assists in promoting the effective development, implementation, monitoring, and reporting of the City’s Strategic Plan; supports performance management efforts citywide; coordinates advocacy; and assists in identifying, securing, and administering grant and other funding opportunities. The position requires a high level of discretion, independent judgment, confidentiality, and the ability to manage multiple complex initiatives simultaneously. This role frequently interacts with senior leadership, City departments, external partners, and funding agencies, and serves as a trusted representative of the City to advance strategic priorities and build public trust and confidence in City government. Strategic Planning & Performance Management: Assists the City Manager’s Office in the development, implementation, and ongoing management of the City’s Strategic Plan. Supports citywide performance management efforts, including tracking strategic initiatives, coordinating departmental input, and preparing quarterly and annual progress reports. Provides analytical and administrative support for citywide strategic initiatives and special projects aligned with organizational priorities. Ensures the City’s mission, vision, and values remain at the forefront of decision-making and action. Enterprise Systems & Project Management: Assists the Deputy City Manager with the planning, coordination, and implementation of complex, citywide strategic initiatives and enterprise-level projects. Provides project management support for major City technology and operational modernization efforts, including but not limited to the City’s Enterprise Permitting, Licensing, and Code Compliance (EPL) system, citywide timekeeping system, Enterprise Resource Planning (ERP) system, and other enterprise platforms as assigned. Supports project planning activities, including defining project scope, objectives, timelines, deliverables, and performance measures for enterprise and strategic initiatives. Coordinates with internal departments, external vendors, consultants, and stakeholders to support system implementation, process improvement, testing, training, and change management activities. Assists in identifying operational impacts, risks, dependencies, and resource needs associated with enterprise system implementations and strategic initiatives. Monitors project milestones, timelines, and deliverables to ensure alignment with City goals, Strategic Plan objectives, and leadership direction. Assists in developing briefing materials, dashboards, reports, and presentations for senior leadership and City Council related to enterprise projects and strategic initiatives. Facilitates cross-departmental collaboration to ensure enterprise systems and initiatives are implemented consistently, efficiently, and in alignment with best practices. Supports citywide performance management efforts related to enterprise systems, including tracking implementation progress, outcomes, and post-implementation performance metrics. Assists with organizational change management efforts by supporting communication, coordination, and engagement with departments impacted by enterprise initiatives. Identifies opportunities for process improvement, standardization, and innovation associated with enterprise system implementations. Provides administrative and analytical support for additional strategic initiatives, operational improvements, and special projects as assigned. Handles special projects and other duties as assigned. Performs other related duties as assigned.

Requirements

  • Must be in possession of a Bachelor’s Degree in Business Administration, Public Administration, or a related field.
  • Plus a minimum of five years of demonstrated experience in project management, strategic planning, performance management, technology solution implementation, and grant administration.
  • Must have excellent knowledge of all Microsoft Software, including MS Projects and SharePoint programs.
  • Ability to make oral and written presentations of administrative challenges in a concise and effective manner with clearly organized thoughts using proper sentence construction, grammar and punctuation.
  • Ability to analyze a variety of administrative problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of established goals.
  • Ability to establish and effective working relationships with City staff and Officials, other government officials, community groups, and the general public.
  • Ability to discern and extract pertinent facts from oral and/or written guidelines, policies, and procedures and apply them to a variety of situations.
  • Ability to rapidly acquire knowledge of administrative and procedural regulations and work independently on complex and confidential administrative tasks.
  • Must have knowledge of Federal and State legislative functions, procedures and organizational structures.
  • Must possess a valid Florida driver’s license with a clean driving record.
  • Must pass the background screening process.
  • The employee must successfully pass a background screening process and comply with the City’s Drug-Free Workplace policy.
  • The City will also verify the identity and employment authorization of individuals hired so the proper completion of Form I-9 is required, which includes the employee providing documents evidencing identity and employment authorization.

Nice To Haves

  • Project Management Professional certification is preferred. Certification will be required within 12 months of hire.
  • Municipal or public-sector experience strongly preferred.
