About The Position

Bixal has an exciting opportunity to join our team as a Strategic Communications Specialist to help accelerate digital transformation for federal clients. In this role, you will be part of a cross-functional team applying human-centered innovation and effective communication strategies to improve engagement. The Strategic Communications Specialist supports day-to-day content operations for CMCS web properties, including Medicaid.gov, InsureKidsNow.gov, and data.medicaid.gov. Working under the guidance of senior content staff, this role assists with loading, staging, and publishing content; applying accessibility and style standards; and supporting routine communications and data updates. The Strategic Communications Specialist collaborates with business owners and internal teams to ensure content is accurate, compliant, and delivered on schedule while following established processes and workflows. This is a full-time position contingent on contract award by our client, with a defined performance period of one year with two one-year option periods. Requirements

  • Bachelor’s degree in communications, English, journalism, public health, public policy, or a related field.
  • Minimum of 2 years of experience supporting digital content, communications, or web publishing using a CMS and ticketing/workflow tools.
  • Working knowledge of web standards, including accessibility (Section 508/WCAG), style guides, and quality assurance checklists.
  • Strong attention to detail, clear written communication skills, and ability to collaborate with multiple stakeholders while following established processes.
  • Must be able to obtain and maintain a Public Trust security clearance.

Responsibilities

  • Load, format, stage, and publish web content in the WCMS by following established workflows and Jira tickets.
  • Apply required formatting, accessibility, and style guide checks using provided standards, templates, and review guidance.
  • Upload datasets and supporting materials to data.medicaid.gov under the direction of senior staff, validating files against documented requirements.
  • Assist with the setup and maintenance of public comment forums and notification services for time-sensitive communications.
  • Coordinate with CMCS business owners to clarify requests, track approvals, and incorporate feedback into content updates.
  • Support documentation of content processes, SOPs, and routine updates to training or reference materials.
  • Participate in content inventories, audits, and approved updates by implementing assigned changes and tracking progress in Jira.
  • Help gather and report basic web metrics and analytics outputs to support content performance reviews.
  • Other relevant duties as assigned and qualified/trained to perform
