About The Position

Bixal has an exciting opportunity to join our team as a Senior Strategic Communications Specialist to help accelerate digital transformation for federal clients. You will be part of a cross-functional team applying human-centered innovation and effective communication strategies to improve engagement. In this role you will support the development of human-centered outreach and marketing activities, conduct stakeholder engagement, analyze user research and implement data-informed optimizations. You’ll partner with product managers, outreach specialists, engineers, and other stakeholders to improve the experience of existing users, enhance the usability of tools, and implement new education and training strategies targeting internal stakeholders. You’ll have the opportunity to join a project that directly supports Bixal’s mission of improving how government serves people. While the project has a defined timeline, we believe in open communication and proactive career support. You’ll be kept informed of contract status — and we’ll be here to help you grow into what’s next, whether within this project or beyond it. This is a full-time position contingent on contract award by our client, with a defined performance period of one year with two one-year option periods. Requirements

  • Bachelor's degree in a relevant field, plus at least 5 years of related experience in marketing, communications or a similar field
  • Excellent stakeholder communication skills – ability to communicate effectively with a wide range of audiences
  • Excellent organizational skills – ability to manage multiple content calendars
  • Strong writing and editing skills
  • Experience in human-centered strategies, methods, and approaches
  • Demonstrated experience with digital content creation
  • Experience in public relations, media and marketing
  • Experience with analyzing and distilling SEO data
  • Creative-thinker and problem-solver interested in participating in brainstorming sessions and improving best practices
  • Must be able to obtain and maintain a Public Trust security clearance

Nice To Haves

  • Experience with CMCS (Medicaid)
  • Experience using Confluence or similar
  • Experience in a federal consulting or government environment

Responsibilities

  • Develop and execute outreach campaigns to drive higher adoption rates of DataConnect and increased usage of data to drive decisions
  • Lead content development (includes creation, editing and publishing relevant content based on stated objectives) to support outreach strategies tailored to identified audiences
  • Manage outreach strategies in collaboration with a broader outreach team
  • Conduct stakeholder engagement efforts to understand diverse user needs
  • Distill data and learnings from stakeholder engagement to be used for strategic decisions and practical implementation
  • Leverage analytics tools and platforms to measure the effectiveness of campaigns and use the metrics to recommend improvements
  • Other relevant duties as assigned and qualified/trained to perform
